MINUTES OF MEETING HELD JANUARY 10, 1991
The meeting was called to order at 7:00 P.M. by Chairman
Patterson. Also present were Committee Members Simmons and D.
Sanders, Mayor Salentine, Ellen Rutzen, Lisa Albert and Kris
Johnk.
The Committee discussed Recycling and determined that the monthly
Recycling revenue is to be divided among the participating
organizations and each organization will be guaranteed at least
$50.00 per event. All expenses incurred for marketing the
recyclables are to be paid from the monies received from the
State for Recycling. The Committee determined that until a
decision is made on whether to enter into a 10 year agreement
with The Peltz Corporation to accept the agreement proposed by
Laidlaw Resources for the recycling of newspapers, the expenses
billed by The Peltz Corporation for handling paper can remain
unpaid. The proposed agreement with The Peltz Corporation has
been forwarded to DNR-Bureau of Community Assistance Management
to determine if the City can use the per capita recycling State
money for the $2.00 per ton recycling contribution required to be
escrowed for the first five years of the ten year contract with
Laidlaw Resources. Ald. Sanders moved to send the proposed
agreement from The Peltz Corporation to Attorney Molter for
review. Seconded by Aid. Simmons, motion carried. The Committee
will increase the Recycling Effort to twice a month beginning
with March, 1991.
The Committee discussed location of Recycling effort and is
continuing their efforts to come up with a permanent site. Among
proposed sites were the land behind the Public Works Garage, the
proposed Stone Ridge Landfill, and the city -owned land adjacent
to the Historical Site. If the city -owned land adjacent to the
Historical Site is chosen, the Committee recommends authorizing
funds from the State recycling monies for a second access to the
site.
Chairman Patterson will contact Mr. George Meinholz to discuss
possibility of permanent site at the Stone Ridge Landfill for two
Saturdays each month.
Plastics were discussed (#1 & #2) and the need to expand beyond
milk and soda bottles.
Ald. D. Sanders will check with the local newspapers to see if
they are willing to run ongoing Recycling Education pointers and
possibly an article from the City now and then.
The Committee requested that all local landscapers be invited to
the February 6, 1991, Public Welfare Committee meeting who are
interested in composting programs.

-10 Three citizens attending the meeing, Ellen Rutzen, Liza Albert
and Kris Johnk advised the Committee that they were receptive to
helping out with an educational campaign regarding Recycling.
The meeting adjourned at 9:05 P.M.
