PWM19891011PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD OCTOBER 11, 1989 The meeting was called to order at 7:15 P.M. by Chairman Patterson. Also present were Committee Member Simmons and those per the attached list. The Committee reviewed Recycling. A discussion was held as to the hours of operation and tin collection. The Committee requests that a letter be sent to Waste Management as to separation of tin and reason for loss of revenue. Karen Fiedler, Waukesha County Recycling Coordinator, stated that Waste Management could deliver tin to the Waukesha County Incinerator site as long as they present weight ticket. It is also requested that in the letter to Waste Management a suggestion be included that a sign be placed at the landfill site stating, "Muskego Encourages Recycling" and question whether Waste Management would have any objections. The Committee discussed distribution of funds from Recycling to organizations. The first cash distribution will be among the first groups that worked the collection days. Ald. Simmons moved to try to secure enough organizations so that there will be twelve; one for each month. Future cash distribution to be made • every six months (January thru June and July thru December) and split equally between the six affected organizations for that period of time. An article will also be sent to the local paper informing the amount of recycling materials collected after each collection period. Seconded by Ald. Patterson, motion carried. The Committee discussed means of promotion for the Recycling effort. Karen Fielder indicated that Waukesha County Recycling would print a brochure listing the dates and organizations sponsoring Muskego's recycling which could be inserted with the tax bills. The Committee also talked about the possibility of putting a notice in Parks & Recreation brochure as a means of promotion as it is distributed to all residents. The Committee discussed Youth Activities. Karen Reith presented a rough draft of a letter she felt could be sent to City organizations and local churches. The first Saturday of the year, January 6, will be the starting date. A dance is scheduled for that date and contacts with various community organizations will be made. It was mentioned that the Cable Club has a meeting with various churches in Muskego and it was suggested that a representative be there to discuss the upcoming events. A revised letter will be drafted to be sent to all community organizations, churches, and Parent/Teachers Organizations. A discussion was held as to maintenance of cable club equipment and the following list was submited: Camera - weak chroma - won't stay in focus when zooming - electric view finder picture jumps Recorder - noisy operation - cable to camera causes intermittent video - recorder shuts down completely during recording (usually during warm weather) The Committee determined that the City is responsible for equipment that is broken or damaged, not general maintenance or need of new equipment. It is felt that there is need for maintenance of existing equipment or new equipment. Ald. Patterson moved that a letter be sent to Reid Ingersoll informing him that based on the agreement outlined in Resolution #243-84, the Committee feels that the equipment is wearing out, not due to any negligence, and that we would like this matter addressed as soon as possible. Seconded by Ald. Simmons, motion carried. The Committee noted that Reid Ingersoll's absence made it difficult to address the above concern and request that he be present at the November meeting. The Committee reviewed a bill submitted by Mr. Ken Hahn, W170 58148 Green Street, in the amount of $19.24 for expenses incurred to restore lawn to its original condition after Cable Club installed a master line through property. The Committee requested that a letter be sent to Mr. Reid Ingersoll, with a copy of bill, requesting that this bill be paid and that Mr. Ingersoll include apololgy for the inconvenience. The Committee reviewed Muskego Landfill Gate Yards reports for the past several years. The Committee reviewed correspondence from City Clerk regarding HUD P2-37 Program. The Committee has determined that they do not wish to participate in the HUD P2-37 Program, and recognize that there would be a conflict with the Waukesha County Block Program.
