MINUTES OF MEETING HELD JANUARY 12, 1989
The meeting was called to order at 8:33 P.M. by Chairman
Patterson. Also present were Committee Members Taube and
Penovich, Mayor Salentine, and Reid Ingersoll.
The Committee reviewed status of Cable TV. Mr. Reid Ingersoll
appeared before the Committee and advised that John Ingersoll has
been named as Chairman of the Board of Ingersoll, Inc. and will
head the construction, and advertising portion of the Company
while Reid has been named President and will concentrate on the
Cable Company. Part of Reid's duties will be to handle unburied
lines, and customer service. Reid explained that, in the past,
when a service order was written, the complaint was removed from
the computer. If the service crew did not finish all of the
items on the computer list, the item was lost in the system.
Ingersoll will keep senior citizens discounts and will hold rates
for one year. A Home Shop channel will be added to Basic and
6� ti-4ossibly Cinemax will also be added to Basic.) Additional
channels being considered at this time are TNT, American Movie
Class, and The Learning Channel. Mr. Ingersoll stated that they
will replace the $50,000 Franchise Bond and the $20,000 Road
• Restoration Bond. The Committee agreed to send a copy of the
terms agreed to with Star to Mr. Ingersoll, along with a copy of
Attorney Molter's letter of January 11, 1989.
Mayor Salentine updated the Committee on the status of
landfills. Waste Management is in the process of retaining a new
attorney and upon selection will be scheduling siting committee
meetings. City Engineer Ken Ward and Financial Consultant Seegar
Swanson have been working with the Emerald Park Negotiating
Committee.
The Committee discussed proposed Ordinance #630, Animals in
Park. Ald. Penovich moved to recommend to Council the following
amendment to Ordinance #630 (Chapter 26, Section 26.02(c):
All domestic animals are prohibited in said
areas except in areas and at times and
under conditions designated by park supervisor.
Seconded by Ald. Taube, motion carried.
The Committee requested that a letter be drafted and mailed to
Community organizations inquiring if they would be interested in
providing volunteers to run Youth Activities.
• A policy was adopted by the Public Welfare Committee stating that
if a Holding Tank Permit request is submitted after a Public
Welfare Committee meeting, that request can be sent directly to
the Common Council for their action.

The Committee reviewed Recycling information and placed on file.
The Committee reviewed correspondence from the State regarding
Emergency Shelter for the Needy and placed on file.
The Quarterly Report from Muskego Landfill on the Gate Yards to
Ton was reviewed and placd on file.
