PWM19880317• PUBLIC WELFARE MINUTES - CITY OF MUSKEGO MINUTES OF MEETING HELD THURSDAY, MARCH 17, 1988 The meeting was called to order at 7:05 P.M. by Chairman Patterson. Also present were Committee Members Penovich and Taube, Mayor Salentine, Police Chief Johnson and those per the attached list. The minutes of the previous meeting were read and placed on file. The Committee reviewed status of Cable TV with Mr. John Ingersoll. Mr. Ingersoll informed the Committee that Highway 24 is nearing completion on the cabling due to the damages which occurred as a result of the water project. Mr. Ingersoll submitted the franchise payment for the second half of 1987 in the amount of $11,000.11. The Committee requests that the penalty fee be calculated and a bill for the penalty fee be sent to Mr. Ingersoll. The Committee discussed the status of the Recycling Program with Little Muskego Lake representative, Jeff Gottfried. The following options were given: • Option 1 - The Little Muskego Lake Association would organize the recycling program for 10% of the gross income with the balance being divided equally among other civic groups over a three month period. Option 2 - Waste Management would organize the Recycling Program. Option 3 - City of Muskego would organize the Recycling Program. The representatives from Waste Management indicated that they would not organize local groups to implement the recycling. Sketches for upgrading the recycling area will be presented by Waste Management at the next Public Welfare Committee meeting. The Committee is receptive to the City sanctioning a test program for recycling in connection with Green Up Muskego week. Ald. Patterson moved to allow Waste Management to explore providing dumpsters for Green Up Muskego recycling before a firm outside of the Community is approached for this service. Seconded by Ald. Taube, motion carried. Mayor Salentine advised the Committee that he has agreed to serve • on the Advisory Group on Solid Waste which is headed by Stanley York, Executive Director of the League of Wisconsin Municipalities. The first meeting was held on Friday, March 11, 1988, at the Quality Inn South in Madison. • Public Welfare Committee - Page 2 March 17. 1988 Dr. Lee Elger appeared before the Committee to review holding facility limitations and shortcomings. Dr. Elger is proposing a 10' x 12 'addition with one door connected to existing garage building and one door to the outside with a key to be given to HAWS representative. He is estimating the cost to be approximately $800, without slab, and with the Department of Public Works doing the construction. The Committee will discuss further at the April meeting. A report will be furnished to the Committee at their April meeting regarding cost breakdown of the animal pickup program. The Clerk's Office will research the fee schedule with surrounding communities to also be supplied to the Committee for their April meeting. The Committee reviewed request for Holding Tank for Mr. Ken Brown for his property addressed W126 S9485 No. Cape Road. Ald. Taube moved to recommend approval of Holding Tank Agreement for their existing home if the Public Safety Committee does not require the condemnation order to be followed and also to recommend approval of Holding Tank Agreement for a new home if Waukesha County approves. Seconded by Ald. Penovich, motion carried. Mayor Salentine will provide assistance to Mr. Brown to secure Waukesha County Health Department approval. • The meeting adjourned at 8:50 P.M.
