MINUTES OF MEETING HELD JULY 28, 1986
The meeting was called to order at 7:00 P.M. by Chairman
Patterson. Also present were Committee Member DeAngelis, Norm
Dubuc (Ingersoll Cable Co.), Mayor Salentine, Building Inspector
G. P. Lee, Jack Glockner and Larry Wolnick. Ald. Taube was
absent.
Mr. Norm Dubuc gave a status report for Cable TV. College Avenue
is completed. Only the southeast and southwest part of the City
are left to be cabled. There is still some restoration work to
be done throughout the City.
Ingersoll Cable has vacated Channel 32 and will now be using
Channel 14 for their own use. Channel 32 is now the Municipal
Access Channel and will be transmitted to the Town of Norway to
allow School Board meetings to be viewed in Muskego-Norway School
District.
The Committee discussed the required landscaping that is to be
placed around the dish located on the Historical Park property.
Mr. Dubuc indicated that he was going to be requesting the
cooperation of the Public Works Department to assist in this
• project. The municipal cost that will be incurred will be the
liability of Ingersoll Cable Co.
The Community Access equipment owned by Ingersoll Cable Co. can
be utilized by the Village of Big Bend. The responsibility of
establishing a policy must be addressed by both Ingersoll Cable
and the Muskego Community Access Club.
Mr. Dubuc stated that the Public Address system utilized during
the transmitting of Common Council meetings appears to be
satisfactory.
The Committee was aware of the fact that a new coupon book will
be issued to reflect the new rates when the present book is
completed. It is the responsibility of the subscriber to pay at
the present rate.
Mr. Jack Glockner appeared before the Committee and indicated
that the violation of a person living in a bus on the property no
longer exists.
The Zoning Officer indicated that the extraction process on Mr.
Glockner's property is a violation and the Committee discussed
Resolution #231-71 which indicated that the junk operation was to
cease after June 30, 1975. However, the City has been renewing
the license from 1975 to 1986. Mr. Glockner indicated that the
sand extraction was a small scale operation and would cease in
two years because of lack of material.

Ald. Patterson moved to give Mr. Glockner thirty (30) days in
which to notify the City of his intent to continue the extraction
process and requests that a review be done by the Plan Commission
for a recommendation on a change in the expiration date of
Resolution 11231-71. Seconded by Ald. DeAngelis, motion carried.
The City Attorney is requested to review Attorney Buckley's
opinion of July 1970 and research the grandfathered rights of an
existing extraction operation at the time Zoning was adopted.
The Plan Commission secretary has been requested to inform Mr.
Glockner of the Plan Commission meeting when this matter appears
on the agenda. No action will be taken until a determination has
been made by the Welfare Committee.
The minutes of June 23, 1986 were reviewed and Ald. Patterson
moved to delete the third paragraph requesting the City Attorney
to clarify the Welfare Committee and Cable C1ub's respective
roles. Seconded by Ald. DeAngelis, motion carried.
