PWM19860623• PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JUNE 23, 1986 The meeting was called to order at 7:00 P.M. by Chairman Patterson. Also present were Committee Members Taube and DeAngelis, Recreation Supervisor Schweitzer, Norm Dubuc and Tom Wing of Ingersoll Cable Co. The minutes of the last meeting were reviewed and placed on file. The Committee reviewed the status of Cable TV. The following city -ownership items have been received from Ingersoll Cable Co.: Editing Equipment, Character Generator, Monitor The microphone stands have not been received. Mr. Wing indicated that they will be coming shortly. Following is a list of items currently being used by the Cable Club but are owned by Ingersoll Cable Co.: JVC Camera, JVC portable recorder, JVC battery kit JVC AC adapter, Tripod with fluid head, two microphones sound mixer, cables, camera carrying case • Ald. Taube questioned Mr. Dubuc if Big Bend, Vernon and Waterford, who are part of our cable system, have use of the Ingersoll owned access equipment. Mr. Dubuc will check on all franchise agreements with above mentioned communities and report back to the Committee at the July 28, 1986 meeting. The Cable Club requested exclusive use of Channel 32 to insure that taped programs will get on the air. In order to facilitate this request, Mr. Dubuc stated that Ingersoll Cable Co. will be applying to the FCC to activitate another channel for their use. The channels available at this time are 13 through 16. The time of this change -over was discussed and Mr. Dubuc felt that no later than October 31, 1986 the change -over will occur. Mr. Dubuc informed the Committee that Ingersoll Cable Co. will have their engineer look into the public address system in the Council Chambers to determine what is to be done to make the system more compatible with the Cable system. Any recommended improvements will be at the expense of the City. The Committee reviewed the Cable Technical Report Sheets for the month of May, along with a city map indicating the final areas of the City to be cabled in Spring of 1987 and Spring of 1988. Mr. Dubuc stated that the telephone numbers to be used for • restoration problems are 422-1700 (daytime) and 422-1701 (from 4:30 P.M. to 8:30 A.M.). • Public Welfare Committee - Page 2 June 23, 1986 Because of the increased cost of the free Premium Book listing cable presentations, all subscribers will be receiving a more descriptive programming book for the month of June and July, free of cost. If they wish to receive this publication on a monthly basis, there is a coupon in the book which can be mailed in and they will then have the book delivered to their homes monthly for a specific charge. Recreation Supervisor Schweitzer presented the Committee with the Rules & Guidelines of the Cable TV Club for taping public events for the Public Access Broadcast channel. Ald. Taube questioned #4 which states, "The MPACC will generally meet the fourth Wednesday of each month. Requests by any person or organization must be received no later than 6 weeks prior to the 1st of the month in which the planned event will be occurring. Ald. Taube felt that the 6 to 8 weeks time element for requesting taping is an unfair amount of time to require. Item #10 states, "The MPACC will also have the option to edit any taped programs for broadcast purposes." Ald. Taube's concern was basic censorship. The Committee requests a legal opinion from the City Attorney on how the Council can have total or ultimate control of Muskego • Public Access Club and still have it be run by Recreation Supervisor Schweitzer. The Committee reviewed the quarterly landfill report received from Waste Management and placed on file. The Committee reviewed a report received from the Building Inspector regarding the Salvage & Recycling Center operated by Mr. John Glockner, Sr., S71 W13219 Tess Corners Drive. This license expires on June 30, 1986, and the Committee is requesting that the Building Inspector and Mr. Glockner attend the July 28, 1986 Public Welfare meeting. A registered letter will be sent to Mr. Glockner informing him of the meeting and asking him to be prepared to explain why he has not met Resolution #231-71 and address the temporary living structure on his property.
