PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD JANUARY 2, 1986
The meeting was called to order at 8:35 by Chairman Tomczyk.
Also present were Committee Members Hilt and DeAngelis, and Mayor
Salentine.
Chairman Tomczyk updated the Committee on a January 2, 1986
meeting held with Mayor Salentine, John Ingersoll, Norman Dubuc,
Tom Wing, Recreation Supervisor Jackie Schweitzer, School
Superintendent Don Matheson, employees of Ingersoll Cable Co. and
members of the Cable TV Club.
John Ingersoll, to date, has provided to the City for public
access use a camera, recorder, tripod, two microphones and a
camera carrying case. In order to provide adequate programming,
the Cable TV Club is requesting a color monitor. Mr. Ingersoll
agreed that he would purchase the color monitor for the Club's
use. Jackie Schweitzer brought to the Committee's attention that
in order to broadcast community tapes, Ingersoll Cable Co. must
use the one recorder that is available for City use which could
present a problem in the event there was a tape to be shown and a
• community event to tape on the same evening. John Ingersoll
offered to purchase, for the Cable TV Club, equipment (microphone
stands, character generator, editing equipment and possibly
another recorder) if the club would agree to take over the taping
of the Common Council meetings. That equipment would become City
property. Jackie Schweitzer indicated that decision would have
to come from the whole Cable TV Club which is scheduled to meet
on January 18. She will report their decision to the Welfare
meeting scheduled for February.
If the Cable TV Club agrees to do this, with City approval,
Ingersoll Cable TV Co. will no longer be responsible for taping
the Common Council meetings should the Club at some time be
unable to fulfill its original commitment.
Mr. Ingersoll requested that the Committee initiate an ordinance
change that would reduce his Performance Bond from $50,000 to
$2,000. The Welfare Committee will discuss this further at their
February meeting and will also advise the Public Works committee
of this request for their review.
Mayor Salentine informed the Committee that he had spoke with Tom
Rutkowski, Future Parkland, to inquire as to the commencement of
the landfill negotiated fee. The fee will be pro -rated
commencing in the year that the first foundry landfill sand,
slurry or other material, is placed in the foundry. There is a
• 15 year life on the site which would mean 15 payments. It is
estimated that the landfill will be in use in 1987. During the
Budget process for 1987, Mr. Rutkowski feels he will be able to
determine the approximate commencement date of the landfill. It

was determined that the first year dumping will be pro -rated.
