• MINUTES OF MEETING HELD DECEMBER 2, 1985
The meeting was called to order at 7:00 P.M. by Chairman Ralph
Tomczyk. Also present were Committee Members Hilt and DeAngelis,
Mr. Norman Dubuc of Ingersoll Cable Co., Mr. Tom Rutkowski and
Mr. Arthur Vogel of Future Parkland, Recreation Supervisor Jackie
Schweitzer, Mr. David Warhanek of the Cable TV Club, Mr. and Mrs.
Gravis and Mayor Salentine.
The Committee reviewed the status of Cable TV with Mr. Norman
Dubuc of Ingersoll Cable Co. Mr. DuBuc updated the Committee on
installation of cable in the City of Muskego. The Committee
requested that a cable timetable for the remainder of the City be
presented at the January Welfare meeting.
Chairman Tomczyk reviewed Recreation Supervisor Schweitzer's
letter of November 25 in regard to the Cable TV Club. She
informed the Committee that the Cable TV Club does not have the
necessary equipment to operate independently of Ingersoll. Mr.
Norman Dubuc will arrange a meeting with John Ingersoll, Jackie
Schweitzer, Ralph Tomczyk, Tom Wing and Mayor Salentine to
resolve these problems.
Mr. & Mrs. John Grivas, S103 W20823 Heather Lane, Lake Meadows
• Subdivision, complained that Ingersoll Cable Co. installed a main
cable across their private property without an easement.
Chairman Tomczyk and Ald. Hilt stated that the City has no
jurisdiction in this matter because of a legal opinion Chairman
Tomczyk obtained from the City Attorney who stated this is a
civil matter. Ald. DeAngelis stated that in his opinion it is
Ingersoll's responsibility to remove the cable from their
property. Mr. Dubuc stated that if Mr. Grivas accidentially cuts
the cable, Ingersoll would not take court action; however, if the
cable is cut intentionally, Ingersoll would take action.
Mr. Rutkowski and Mr. Vogel, representing Future Parkland,
presented the following proposal:
Payment of $20,000 for 7 years and $25,000 for the last 8
years
The above figure is based on the maximum tonnage licensed for the
Waste Management site in Muskego and the Parkland site, using the
dollar value the City receives from Waste Management of $20,000
per year per contract and the benefit of free dumping service to
establish a per ton rate. For the first 7 years, the per ton
rate (.5556) times Parkland's anticipated licensed tonnage
(36,000 per year) is approximately $20,000. For the last 8
years, the per ton rate (.6944) times Parkland's anticipated
licensed tonnage (36,000 per year) is approximately $25,000.
• Parkland's tonnage is 19.25% of Waste Management's tonnage at the
Muskego site.

Mr. Rutkowski stated that the Parkland site differs from the
Waste Management landfill site because the material placed in the
site will not attract birds or rodents and it is the State of the
Art landfill with a Leachate collection system. He also stated
that construction is anticipated in the Spring of 1987.
A special Public Welfare Committee meeting will be held on
Thursday, December 5, 1985 to react to the above proposal.
Chairman Tomczyk and Ald. Hilt reported that the refuse problem
at the Parkland Condominiums is under control.
The Committee reviewed Attorney's Opinion on proposed pornography
ordinance. Ald. Tomczyk moved to direct the City Attorney to
draft an ordinance using the City of New Berlin as a guideline.
Seconded by Ald. Hilt, motion carried.
The Committee reviewed the request for a Holding Tank for LaVerne
and Mary Jones, W140 59221 Boxhorn Drive. Ald. Hilt moved to
recommend Council approval. Seconded by Ald. Tomczyk, motion
carried.
