PWM19850123U PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD JANUARY 23, 1985 The meeting was called to order by Chairman Tomczyk at 7:03 P.M. Also present were Committee Members Gaetzke and Hilt, Mayor Salentine, Ald. DeAngelis, John Ingersoll and those persons per the attached list. The Committee reviewed updated financial statement with John Ingersoll. Mr. Ingersoll also discussed Cable TV Status. He stated that he will be ready to broadcast Council meetings by February 1985. Channels 31 and 32 will be used for school and governmental business. He also discussed adding an additional channel (Cinemax). No date given as to when. Chairman Tomczyk read the letter from Ruekert & Mielke dated January 22, 1985, regarding Municipal Water Utility which states that as part of the improvements necessary to develop the Industrial Park Expansion, additional water works improvements will be necessary. The letter further relates to the preliminary discussions leading to an offer by Waste Management to contribute • $500,000 as a contribution in aid of construction for the proper improvements. In conclusion it states that considering that Waste Management's offer coincides with the Industrial Park Expansion, the City should seriously consider the present offer and combine the two water projects. A discussion was held as to possible creation of a water utility by the City. Mayor Salentine discussed the financing of the Water Utility. The citizens present expressed support in establishing a Water Utility but raised some of the following concerns: 1. What water test results would qualify for the Municipal Water that Waste Management is going to participate in providing? 2. Who is to pay the yearly water service charge? 3. How are future contaminated wells to be financed? 4. If future assessments are assessed on all intended benefited properties, who will pay the assessment if the well was contaminated? The Committee reported that the engineer is required to prepare cost figures for the Public Service Commission when seeking their approval and those figures will be available at the next Welfare • meeting. Public Welfare Committee - Page 2 January 23, 1985 The Committee discussed Chapter 12.19 of the Municipal Code, Cable Ordinance, and in addition to their recommendation on December 20, 1984, to raise the fine for cable tampering or theft of cable service, they recommended to Judge Lentz that the bail bond schedule be amended to include a $200.00 citation fee.
