• MINUTES OF MEETING HELD AUGUST 11, 1982
The meeting was called to order by Chairman Tomczyk at 7:45 P.M. Also
present were Committee Members Penovich and Treba, Mayor Salentine and
Mr. James O'Connor, Mr. Henry Koch and Mr. George Meinholz of Waste
Management, Inc. and those residents as per the attached list.
• Preceeding the Public Welfare Committee meeting a tour of the landfill
site was conducted by Waste Management officials at the site at 6:00 PM.
Concerns and questions were raised to the officials of Waste Management.
A concern was raised by Mr. S malley, Sr., Hillendale Dr., regarding
the runoff drainage problem on his corn field. This area was viewed
on the tour and Waste Management agreed to get topography maps and have
the drainage problem area cleared out. A temporary berm was suggested
by residents as a possible solution to the surface water problem.
Building Inspector Lee asked about gas control plans for the north
site -- the engineer plans show a system to vent gas off on the south
site where there currently is no vent system. Carl Wauer has contracted
to investigate landfill to pull out gas and burn in his boiler.
Mr. George Vogel, Field Dr., expressed concerns over possible future
expansion of the landfill site and the condition of homeowner's wells
• and he requested wells be tested on a yearly basis.
Concern by residents was raised on testing wells, if trucks were
dumping toxic wastes, drainage and testing by the DNR and that gates
be open only from 7:00 A.M. to 5:00 P.M.
Mr. Jim O'Connor stated that he certainly wished to work with all
concerned residents regarding the site. He stated the Phase II possible
expansion has not been approved by the DNR and that at this time Waste
Management was only investigating this as a possibility. Materials on
site are reported to the DNR on a regular basis. Waste Management is
also monitoring nine wells on the site and eight private wells in their
effort in being responsible to the City of Muskego. Waste Management
officials will attend the next meeting of the committee to be more
specific in answers to concerns by residents.
Chairman Ralph Tomczyk will contact the DNR for the engineer impact
study.
The committee reviewed the following monthly report from RVS Cablevision:
"All strand mapping has been completed, which requires measuring distances
between poles throughout the area agreed to be built, for purposes of
designing a cable television plant. The design of the cable television
plant has also been completed including the location of the tower near the
• city hall as discussed. All make ready walk -out has been completed by
RVS for purposes of determining problem poles that must be rearranged by
the utilities. The make ready estimates, which is the process by which the
utilities redesign their plant to accommodate cable, are in process and
have been trickling through. The make ready construction, which is the
actual field rearrangement of the utilities to accommodate cable, has
been started and the telephone company has completed the first ten
permits. The power company has not started the make ready construction
Ak as of this date.
Construction bids have been let and received and final awards will be made
August 10, 1982 for purposes of constructing the City of Muskego.
Initial plant construction should begin on or before September 15th and
will proceed as quickly as the pole permits are released from the
utilities.

The microwave path from the RVS Microwave Center to the Muskego
City Hall/Police Department has been re -engineered. These studies
indicated that a 200-foot tower would be sufficient. The data has
been forwarded to the microwave engineering company who has prepared
• the application for the Federal Communications Commission. The appli-
cation for the license covering the City of Muskego site has been
submitted to the FCC. The tower for the City of Muskego has been
ordered. Construction of the foundation for the tower should take
place 30 days after contract approval with the City of Muskego."

Mr. Richard Knudsen brought up the fact that the ordinance has been
left open for negotiations with RVS. Discussion was also held on
possible expansion of service area.
The meeting adjourned at 9:00 P.M.
