PWM19810226PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD FEBRUARY 26, 1981 The meeting was called to order at 7.31 P.M. by Chairman Weed. Also present were Committee Members Steinberg and Van Lanen, Alderman Radtke, Knudsen, Mr. Robert Klenz, Dorothy Van Lanen, Dr. Stroud, Cable T.V. Consultant, Mr. Shinners and Mr. Fox, both of R.V.S. Cable T.V. To date, the two applicants for Cable T.V. are R.V.S. and Via Com. Extensive discussion was held on Cable T.V., including the date of proposals. Dr. Stroud provided information on the history of franchising in the Milwaukee Metropolitan Area. He also discussed Preferred Nations Principal, will provide forms for companies, and suggest changes in our ordinances. Ald. Steinberg moved to have Cable Companies resubmit their proposals within the next 30 days so Dr. Stroud can examine them. Seconded by Ald. Van Lanen. The motion passed 2 to 1 with Ald. Weed opposed. Letters will be sent to the two Companies so they can respond in the next 30 days. Dr. Stroud will present his findings to the Welfare Committee in April, 1981. • Ald. Weed will ask for an opinion from the City Attorney in regard to Via Com's proposal; that is, if it can be accepted. Mayor Gottfried will write to the City Attorney for his opinion, which will be given before the next meeting. In the discussion of an Ascertainment Committee it was suggested by Dr. Stroud that the Committee be appointed after the Cable Company is chosen. Ald. Van Lanen asked about Liability Insurance for City Officials. Mayor Gottfried will pursue this Insurance Coverage. The Thomas Landfill site was discussed. Mayor Gottfried is awaiting a report from Building Inspector Lee. Ald. Knudsen wants a complete check of records of the site. Mr. Ray Christensen will again be invited to the next meeting to give an update on Senior Citizens. Mayor Gottfried spoke of holding tanks in Waukesha County (See letter from Department of Health, dated January 14, 1981). The City of Muskego is concerned about prohibiting holding tanks. Contracts with haulers will be enforced according to Chapter 863 - State Health Code • Ald. Knudsen presented the problem of dumping tires at Landfill Sites. Ald. Steinberg will inquire about the use and cost of a shredder, then report back to the committee. Ald. Steinberg moved to adjourn at 9.25 P.M Motion passed. TVL/jh Seconded by Ald. Van Lanen.
