MINUTES OF MEETING HELD JUNE 21, 1978
The meeting was called to order at 7:00 P.M. by Chairman Ford. Also
present were committee members Van Lanen and Schaumberg, Mayor
Gottfried and those citizens as per the attached list.
Mr. Ed Niezgoda who resides at the end of West Tower Drive, adjacent
to Horn Field, expressed to the committee his concern that the re-
construction and surfacing of the roadway leading into Horn Field
could create serious water problems as well as increase the speed
of vehicles using the road. Mr. Niezgoda strongly recommended that
at the time the road is resurfaced ditches be dug along both sides
of the road and that "sleepy policemen" (bumps in road) be installed.
He also indicated that fencing should be constructed along his property
line to reduce the amount of trespassing taking place. Following
discussion, Ald. Schaumberg moved to refer the matter to the Park and
Recreation Department. Seconded by Ald. Van Lanen. Motion carried.
Several residents from the Guernsey Meadows Subdivision appeared
before the committee to express their concern over the noise emanating
from the One Down Disco,parking lot lights which are not properly
shielded and problems they are experiencing with the cars using the
parking lot adjacent to the One Down Disco. A petition with 47 sig-
natures from residents of Guernsey Meadows Subdivision was presented
to the committee. Attorney Michael Jahns, representing Mrs. Carroll,
discussed the matter with the committee. Following considerable
discussion it appeared that the loud music coming from the One Down
Disco was the greatest problem. The following solutions were suggested:
(1) That a berm replace the planned landscaping or perhaps the
addition of additional plantings. It was agreed that Rite Realty
would have to be contacted. (2) The installation of additional
shields on the parking lot lights. Building Inspector Lee will be
directed to contact the Electric Company to determine what can be
donw. (3) An additional entrance to the Disco be constructed to reduce
the noise from music.
