MINUTES
OF MEETING HELD DECMEBER
14, 1977
The meeting was called to order at 6:38 P.M. by Chairman Pienkos, with
committee members present which includes Tomczyk and Van Lanen. Also
present were Ald. Wallner, Mr. August Kowal, Mr. and Mrs. Orlo Zlensky
and Reporter Draga Meyer of the Milwaukee Sentinel.
` The minutes of the November 23, 1977 meeting were approved with a vote
of 3 - 0 after Ald. Pienkos moved to have Paragraph 2 on Page 2 changed
to read "the committee requested a letter be sent to the Attorney
General's Office.
Old Business
At the Common Council meeting held on 12/13/77 City Attorney Buckley
briefly updated the situation of the Muskego Rendering Plant odors. He
stated that the stipulations and ramifications of the meeting held
December 5, 1977 would be presented to the committee at a futaure date.
To date no --alternative bids have been received for tornado warning
systems. Because further review is needed on this subject Ald. Tomczyk
recommended continued examination of the subject and requested true
figures be received for a system.
• Prior to the first Capital Budget meeting Aldermen Tomczyk and Pienkos
will consult with Mayor Gottfried with respect to the tornado warning
system. If monies are available a recommendation will be made by the
committee -for a tornado -warning system since such recommendation is the
concensus of the entire committee. Ald. Wallner requested the length
of time the budget would provide for such a system.
Ald. Pienkos read and placed on file a memo from the Mayor dated
11/30/77 in reference to the conservation of energy in the city.
New Business
Mr. August Kowal came to the committee for relief of his problem, namely
snowmobilers trespassing on his land. The violators cross over his
driveway and pack the snow making it icey and dangerous. Ald. Wallner
commented he has the same problem as Mr. Kowal on his driveway and
property. After Mr. Kowal presented a copy of the 1976 Snowmobile Laws
of Wisconsin, stating that "a snowmobile must be 10 ft. from private
property," several ideas were suggested. 1.) Mr. Kowal will contact the
Police Department with regard to the problem since he believes that
patrolling and monitoring by the Muskego Police Department may help to
eliminate the violations near his home. 2.) Ald. Pienkos will contact
Chief Kraus about a solution to the problem. 3.) Ald. Wallner stated tha
the Waukesha County Sheriff's Department ought to be contacted for
• assistance in patrolling of snowmobile violators. 4.) Ald. Tomczyk said
Rules, Laws & Ordinance as well as the Safety Committee should be inform
of snowmobile violations. 5.) The committee recommended that the Rules,
Laws & Ordinance Committee look into the snowmobile violations in the Ci
of Muskego and find out two things: a) what can be done to alleviate the
flagrant violations of private property and, b) what can,be done to
enforce the Snowmobile Ordinance.
Ald. Pienkos will investigate the registration of snowmobiles in Muskego
as Mr. Kowal questioned as to how much revenue can be obtained if snow-
mobiles are registered. Mr. Kowal also expressed concern over the safet
of young children driving snowmobiles.

Ald. Pienkos reported and deliberated on a call from a citizen in
reference to a violation of the dog ordinance and a person using his
garage as a business. Also included was a problem of junked cars.
• In examining the various violations just mentioned and in answer to
the question, "What can be done to alert new residents to the City Is
ordinances?" it was suggested that the Welcome Wagon could present
the ordinances to people moving to Muskego to make them aware. A
request will be made by the committee that information on the ordinance
be sent to new residents. Ald. Pienkos will contact Building Inspector
Lee about this matter.
Ald. Wallner engaged in conversation with the committee about the
obtaining of bids for health insurance coverage for City of Muskego
employees. Ald. Tomczyk declared it was a negotiable item at this
time.
It was considered that the committee not meet on December 28, 1977.
Such information will be given Mrs. Elger so she can notify newspapers
• and aldermen. Unless an emergency arises the next meeting will be
January 11, 1977.
Ald. Tomczyk moved to adjourn. Seconded by Ald. Van Lanen. Motion
carried. The meeting adjourned at 7.48 P.M.
