PWM19770928• PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD SEPTEMBER 28, 1977 The meeting was called to order at 7 05 P M. by Chairman Pienkos. Also present were Committee Members Tomczyk and Van Lanen, Mayor Gottfried and City Attorney Buckley. • Ald. Tomczyk moved to accept the minutes of the previous meeting held 9/14/77. Seconded by Ald. Van Lanen. Ald. Pienkos moved to amend the minutes of the meeting to include that approximately 75 people attended the meeting. Capitol Milwaukee, WI Mr. Frank Schultz, representing the Department of Natural Resources, appeared at the meeting. He indicated that the plans presented by the Muskego Rendering Plant in July, 1977, for the development of a new waste disposal system should be approved by his department in the near future_ Discussion took place with Mr. Schultz, Mr. Wauer and .Mir. Wilms, representative of Muskego Rendering Co., answering several questions • from citizens attending the meeting. Mr. Schultz indicated that the DNR is doing the best they can to resolve the problems of the Muskego Rendering Company as well as others in the State. Mr. Carl 14auer, owner -of Muskego Rendering Co., indicated that bids for the new disposal system would be opened on Friday, September 29, 1977. He stated that no work could begin until the plans for the new disposal system have been approved by the DNR. Completion of the project once DNR approval is received would depend upon the weather • and the ability of the manufacturer to deliver the needed equipment. The committee discussed with City Attorney Buckley the possibility of citing Muskego Rendering Company under Section 10.03 of the Municipal Code (Public Nuisance) or beginning a law suit against them_ Mr. Buckley advised the committee that in his opinion there is a violation Of Section.10.03 of the Code - Public Nuisance, however, he would have to recommend to the Common Council they do not begin a law suit against the lfuskego Rendering Plant since in his opinion it would serve no purpose. • Public Welfare Committee September 28, 1977 Page 2. Ald. Tomczyk indicated the committee should refer the matter to the Common Council and he moved to refer the matter of the rendering plant • problem and the possibility of initiating a law suit to the Common Council to obtain their opinion on the matter. Seconded by Ald. Van Lanen, motion carried. Ald. Pienkos,discussed the proposed tornado warning system for the city. The committee decided that the next meeting of the committee will begin at 6:30 P.M. and all meetings, until further notice, will begin at 6 30 P.M. in order that the committee can participate in budget hearings. The committee directed Mayor Gottfried to contact. -all parties involved with the tornado warning system for the meeting scheduled to be held 10/31/77. The committee deferred discussion of consumption of alcoholic beverages at ball parks to the meeting of 10/26/77, 6 30 P.M The committee is awaiting Mayor Gottfried's report on covering of 40 dumpsters at the landfill site during the evening hours and --weekends. The --committee received:application-for_permit to apply waste water residue on the -A. Basse property from -the Druml Co. Same was read and placed on file. The committee is requesting Building Inspector Lee to notify aldermen prior to the application,in order that they might view the process. The committee acknowledged receipt of a petition signed by 416 persons requesting: the Common--Council-to consider the -formation--of a lake - protection and rehabilitation -district of properties abutting Big Muskego Lake. Ald Tomczyk discussed the dispostion of the proposed historical barn and the complaints of people in the area. Mr Charles Damaske and members of the Historical Society plan to reconstruct the barn. They are awaiting word from the city as to where to restore the barn. The committee is requesting Building Inspector Lee to investigate the barn as a possible health hazard Ald.
