MINUTES OF MEETING HELD AUGUST 24, 1977
The meeting was called to order at 6 45 P.M. by Chairman Pienkos. Also
present were committee members Ald. Tomczyk and Van Lanen as well as
Mayor Gottfried, Ald. Wallner and Building Inspector Lee.
The committee reviewed the minutes of the meeting held 8/10/77. Mr.
Steve Pischke will be invited to the next meeting to discuss the Park
and Recreation plans for access areas to the lake as well as a
communication from Mr. Floyd Ladd regarding the consumption of fer-
mented malt beverages during ball. games. Ald. Tomczyk moved to approve
the minutes of the meeting held 8/10/77. Seconded by Ald. Van Lanen,
motion carried.
Building Inspector Lee reviewed for the committee the status of the
20' alleyway located between Center Drive and Michi Drive. He indicated
that he will continue to monitor the condition of the alleyway and
its use by abutting property owners and will respond to calls to his
office regarding the matter.
Mr. Lee discussed with the committee the progress of his efforts to
develop a directory of consumer protection agencies which could be
made available to citizens of the community. Mr. Lee indicated that he
has received a directory from the State of Wisconsin for referral
•sources relating to consumer protection and that he will continue to
work on the development of a complete directory which will help
citizens who have complaints. The directory will include city, state
and federal agencies.
Mr. George Trepanier appeared to discuss with the committee the need
for a tornado warning system and reviewed with the committee Ken Com's
proposal. An extensive discussion was held regarding the matter.
Points brought up were the reluctance of the fire departments to use
their sirens because oftle =Alsion that may be created, the advantage
of radio controlled sirens over telephone land lines and the problems
that could result of electrical power failure as occurred in the
City of Bloomer. Mayor Gottfried indicated that a sound realistic
program had to be developed prior to the approval of any warning
system by the Common Council. He suggested that representatives of
the Waukesha County Civil Defense, Waukesha County Fire Chiefs Assoc-
iation as well as the two fire chiefs from Muskego be invited to a
future committee meeting to discuss the matter and make their recom-
mendations. The committee agreed to the suggestion and directed Mayor
Gottfried to make the necessary contacts. Mayor Gottfried indicated
that a nat u ral disaster plan is being formulated through the cooper-
ation of the Building Inspector, Supt. of Public Works, Director of
Park and Planning, Chief of Police, the fire chiefs and Mr. Trepanier.
Communications from Ald. Van Lanen and Mayor Gottfried regarding the
presence of some form of petroleum product in Muskego Creels were re-
viewed and placed on file. Mr. Lee advised the committee of his
investigation of the problem and indicated he and Mr Bertram will
continue to monitor the situation.
Several citizens present discussed with the committee the odors and
apparent pollution emanating from the Muskego Rendering plant. The
committee will invite Mr. John Eckroth, environmental engineer, Mr.
Carl Wauer and other representatives of the DN11 to its next committee
•meeting to discuss the problem. Mr. and Mrs. Mareno, Hillendale Dr.
presented to the committee information they had gathered along with
a copy of a special order issued by the DNR relating to the control
of air pollution from his operations. Aid Pienkos suggested that
each citizen should keep a record of the time, wind velocity and date
of any future odor problems and further suggested that Mr. Lee be
contacted when odor problems do occur Ald. Tomczyk invited the
citizens to attend the next rneet:i.ng to voice their concorns to 'the
aldermen.

Mr. Lee Nabrzyski expressed to the committee his concern regarding
the failure of the operators of the landfill to cover dumped materials
late in the evening and on weekends. Al.d. Tomczyk indicated he will
• discuss the problem with the operators of the landfill and will report
his findings back to the committee at its next meeting.
Discussion of Ald. Pienko's and Ald. Van Lanen's interview with State
of Wisconsin Traffic Engineer regarding the intersections of S.T.H. 24
and Lannon Dr. and S.T H. 24 and Tess Corners Drive was deferred to
the next meeting.
Ald. Pienkos reviewed for Ald. Tomczyk the history of the proposal to
spread wastewater residue on the Alvin Basse property on a trial
basis. Mr. Milton Hemke expressed his concern regarding the spreading
of wastewater residue near his home and asked that an ordinance be
developed that would prohibit the spreading of same. Mayor Gottfried
and Building Inspector Lee discussed in detail -the position of the
city in regard to the matter. Mrs. IIeckert suggested the city
consider delaying the spreading of wastewater residue on ]ands within
the boundaries of the city until the affect on other areas adjacent
• to the City of Muskego can be determined. Ald. Pienkos and Ald. Van
Lanen both indicated they had not changed their position and supported
Resolution n189-77, Establishing A Consensus of Opinion To Not Renew
and/or Extend a Permit to Apply Wastewater Sludge to the Alvin Basse
Property.
Further discussion was held relative to Mr. Floyd Ladd's communication
to Al.d. Van Lanen relating to the. consumption of fermented malt
beverages in parks. Ald. Van Lanen indicated he had observed drinking
at Horn Field earlier this summer and suggested that Mr. Ladd be
invited to the next meeting to discuss his concern regarding the
matter.
Ald. Pienkos moved to adjourn, seconded by Ald. Van Lanen, motion
carried. The meeting adjourned at 9 30 P M.
