MINUTES OF MEETING HELD JULY 28, 1976
• The meeting was called to order by Chairman Colburn at 7:10 P.M. Also
present were committee members Aldermen Constantineau and Pienkos, Mayor
• Gottfried, Building Inspector Lee, Mr. Carl Wauer, Mr. Carl Immel, Mr.
Ed. DePreter and Mrs. Richard Thode.
Mrs. Thode appeared before the committee to determine the results of
the committee's inquiry as to the possibility of amending the city's
• municipal code in order that a surety bond could replace the present
$1,000.00 cash bond requirement for holding tanks. The Chairman read
a letter from City Attorney Buckley regarding the matter and it stated
that the $1,000.00 cash bond is a regulation of the State Board of
Health and any change would have to be done by them. Mayor Gottfried
presented to the committee communications from the State Board of
Health dated 1968 advising the city of a minimum $1,000.00 cash deposit.
The committee explained to Mrs. Thode that they understand the plight
of the people involved and directed Mayor Gottfried to contact the
State and other municipalities to determine if there has been a change
in the State's Administrative Code concerning cash bonds for holding
tanks.
The committee discussed with Mr. Carl Wauer and Mr. Carl Immel, repre-
It senting Wauer Rendering plant complaints recently received concerning
odors. Mr. Wauer advised the committee of the operation of the plant
and that he realizes they are having some problems which have resulted
in the emitting of odors. He indicated that two of the problems were
human error and the hot humid weather. After discussing the operation
of the rendering plant it was agreed that Ald. Constantineau will
notify Mr. Wauer of any citizen complaints. He also indicated that some
of the citizens are logging the times when offensive odors take place.
Ald. Constantineau will contact those people who have been complaining
about odors and advise them to call the plant or Mr. Wauer when this
occurs.
Mr. Wauer also discussed with the committee his request for his Extractive
Permit under Conditional Use Grant #20. He briefly explained the relat-
ionship between the extractive permit and the landfill operation. Mr.
Wauer w as advised that at the next Welfare Committee meeting which will
be held on Monday, August 9th at 6:30 P.M. the DNR will be present to
discuss the landfill operation.
• The minutes of the previous meeting were reviewed and placed on file.
Mr. DePreter, Vice -President of the Druml Company, appeared and once
again discussed the procedures used in the spreading of wastewater
•residue in Muskego. Mr. DePreter was advised of the August 9th meeting
at which time the matter will be discussed with representatives from
the DNR.
Ald. Constantineau moved to adjourn, seconded by Ald. Constantineau,
motion carried. The meeting adjourned at 8:30 P.M.
