MINUTES OF JUNE 232 1976
The meeting was called to order by Chairman Colburn at 7:02 P.M.
Also present were Aldermen Constantineau and Pienkos, Mr. Scott
46 Krause and Mr. Gerald Lee.
Mr. Krause appeared before the committee to request permission for
holding tanks for the Country Club Oaks Subdivision. Five individual
holding tanks or one 30,000 gallon holding tank servicing the five
proposed homes. After discussion, Ald. Pienkos moved, seconded by
Ald. Constantineau, to allow a 30,000 gallon holding tank for the
Country Club Oaks Subdivision with the condition that the bond
will be worked out using a formula for use by residents. Motion
carried. The formula will be worked out by Welfare'Comnittee by the
next meeting. In the meantime, Mr. Krause has committee approval
to take his plans to the county and propose further items for pre-
sentation to Plan Commission.
Committee will contact nearby communities as to their approach
• to charging fees for spreading waste water residue on farmlands.
Minutes of June 9th meeting were reviewed and placed on file.
Committee received a petition of eleven (11) persons requesting a
change in the city's requirement of a cash bond of $1,000.00 for
the performance guarantee of holding tanks to a $1,000.00 surety
bond. The petition states that his surety -bond "would be as
effective and would end unfair expenses imposed on us few independent
sewage treatment savers."
The petition included a survey of some surrounding communities and
their policies towards bonds on holding tanks. Committee will
contact these communites, and possibly others, to verify information
included in the petition's survey.
Committee requests City Attorney, John Buckley, to give an opinion
as to the possibliity of placing charges for holding tanks similar
to weed cutting and placing same on tax bills.
Ald. Constantineau moved to adjourn, seconded by Ald. Pienkos.
Motion carried. The meeting adjourned at 8:17 P.M.
