PWM19760609PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO • MINUTES OF MEETING HELD JUNE 9, 1976 The meeting was called to order by Chairman Colburn at 7:12 P.M. Also present were Aldermen Pienkos and Constantineau. Mr. Edward D. DePreter, Vice -President of the Druml Company, appeared at the meeting to request permission to begin spreading wastewater residue (sludge from sewage treatment plants) on agricultural lands in the City of Muskego. Following considerable discussion, Ald. Constantineau moved to recommend to the Common Council adoption of guidelines and procedures for the application of wastewater sludge to agricultural land in the City of Muskego. The guidelines to include a two-year probationary period for evaluation. Seconded by Ald. CcIburn , motion carried. Ald. Constantineau moved to grant the request of the Druml Company to apply wastewater sludge on the Alvin Basse property subject to compliance of the recommended procedures as adopted by the Common Council. Seconded by Ald. Colburn, motion carried. The committee recommended to the Rules, Laws & Ordinance Committee to have an ordinance prepared which would require "No Wake" buoys • in Little Muskego Lake, placed 200 feet from shore at 500 feet inter- vals for the purpose of protecting swimmers, fishermen and shorelines from extensive erosion. Correspondence from Mr. Daniel McGrath of the Freedom Square Condo- minium Association was reviewed and placed on file. The committee received and reviewed Building Inspector Lee's report on the Thomas Landfill area from May 1, 1976, to June 8, 1976. The report indicated that all requirements of the DNR and City of Muskego are being met. The committee discussed at length the present procedure which requires a $1,000.00 cash bond before a holding tank is permitted to be installed in the city. Ordinance #305 presently requires a $1,000.00 cash bond be deposited with the city which means that any interest coming from that bond stays with the city. It was the decision of the committee to recommend to the Rules, Laws & Ordinance Committee that Section 16.25(1) of the city's Municipal Code be amended so as to permit the creation of an escrow account in any bank or savings and loan which would be payable to the City of Muskego upon demand. However, all interests would accrue to the owner of the cash bond. • The committee received a communication from Building Inspector Lee regarding odor generated by the raising of fowl on the Wayne Jeschke property on Martin Drive. Zoning Officer Lee recommended that since no city ordinance has been violated that the city should not become involved. It is his suggestion that the complainant sign a complaint which would bring the matter to Municipal Court under Section 10.02 Public Nuisance.
