Present were Aldermen Poldy and Wallner and Mayor Gottfried. Mayor Gottfried was designated as Acting Secretary, Mr. Norman Thomas appeared to discuss his proposed solid waste landfill • at the corner of Tans Drive and Hillendale Drive, Mr. Thomas advised the committee that tie has received a permit from the Department of Natural Resources -and submitted a copy to the commmittee for their records. Mr. Thomas will provide the city with a copy of the full permit when he - receives it from the v[t. The committee directed Mayor Gottfried to have the Zoning Officer review Lite Thomas file to determine whether or not the permit granted. him b,r t:'Ie :3tal_e conforms to that which has been granted by the city and furt:t_er !_o see it: the conditions that were placed on the permit at the tame it. was approved by the city have all been met. Mr. Thomas will be invited to tt�e next meeting to discuss the results of that review. A communication from the Department of Natural Resources regarding the Wauer Landfill site was read. it was noted by the committee that the • DNR does not have thorough records of monthly tonnage figures on the Muskego 'Land Reclamation site, however, the periodic tonnage figurer, they do have are somewhat similar to that submitted by Building Inspector Lee. The letter from the DNR also indicated that the site as it presently exists will be abandoned by October 1, 1976, and that 2 feet of final earth cover followed by 6" of topsoil will be placed over the entire site. They also indicated the entire site will have to be graded and sloped in such a way to minimize the chances of surface water standing on the site. An abandonment plan will be submitted to the DNR by Waste Manage- ment's consulting engineering firm (EMCON Associates) within 60 days. The engineering firm for Waste Management also will be submitting to the. DNR plans for the location of future landfill operations on the Wauer property within an area previously approved by the City of Muskego. According to the DNR there is no evidence that the zone of influence of any contamination has migrated to any areas other than directly under the site, It is the opinion of the DNR there is no reason to suspect private wells being contaminated due to the effects of the landfill. Discussion was held as to whether or not to recommend approval of the operation through Resolution #241-76. Since a consensus could not be reached the committee will continue to ask for deferment. The committee directed Mayor Gottfried to contact Waste Management for • copies of the log which is kept by them of all waste tonnage trans- ported to the site each day, The meeting adjourned at 10-00 Y.M.
