PWM19730906PUBLIC WELFARE COMMITTEE - CITY OF MUSKEGO
• MINUTES OF MEETING HELD SEPTEMBER 6, 1973
The meeting was called to order by Chairman Ford. Also present
were Aldermen Wallner, Knudsen and Foldy. City Attorney John
Buckley and Mr. Melvin Daliege were also present.
The committee discussed the request of Thomas Ferguson to fill
the low lands presently owned by him between Gold Drive and
Hillendale Drive to facilitate his plans for residential devel-
opment. The committee noted that a portion of this low land was
in the area that is being considered as a fill area for
dredged material from Little Muskego Lake. Because of their
concern over the drainage patterns of the area Ald. Knudsen moved
to direct Ruekert & Mielke
to review the watershed in an area bounded by Lembezeder Drive
and School Drive and Gold Drive and Hillendale Drive. Seconded
by Ald. Wallner. Motion carried. It was the decision of the
committee to have Chairman Foldy invite Tom Ferguson to attend
the next Welfare Committee meeting.
The committee reviewed with City Attorney Buckley the several
problems revolving around the city's efforts to have the former
gravel pit located at the corner of Hillendale Dr. and Tans Dr.
restored. It was noted that after several months, Mr. Thomas,
• present owner of the land, has not been able to receive a land-
fill permit from the state. Mr. Buckley pointed out that it
was his opinion that the responsibility of restoration remains
with the former owner, Gravel, Inc., and that any action the city
might plan to take would have to be against Gravel, Inc. Ald.
Knudsen moved to recommend to the Common Council that they re-
scind their action taken in Resolution #3-73 on January 23, 1973,
for granting a landfill permit to Thomas Disposal subject to
several conditions. Seconded by Ald. Ford, motion carried.
Ald. Knudsen moved to recommend to the Common Council that City
Attorney Buckley be directed to initiate the necessary action
against Gravel, Inc. to assure that the restoration plan sub-
mitted by them and guaranteed through a bond held Fidelity &
Deposit Co. of Maryland is completed. Seconded by Ald. Ford,
motion carried. Ald. Knudsen moved to recommend to the Common
Council to have Attorney Buckley begin to take the initial
steps on enforcing Gravel, Inc.'s Restoration Bond. Seconded
by Ald. Ford, motion carried.
A discussion was held with City Attorney Buckley on the possi-
bility of creating an assessment district for weed cutting.
The committee will invite representatives of the lake associa-
tions, the DNR, John Buckley and a representative of a weed
cutting firm from Hartland to a future meeting.
A discussion was held regarding the -need for a post office
capable of handling mail for the entire City of Muskego. Mayor
Gottfried advised that he has had and will continue to have
discussions with the regional office of the Postal Dept. He
promised to keep the committee informed of his efforts.
