PSCM20031208APPROVED PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD ON MONDAY, DECEMBER 8, 2003. Chairman Patrick Patterson called the meeting to order at 7:04 PM. Present were Committee Members Ald. Patrick Patterson, Ald. Chris Buckmaster and Ald. Chuck Damaske. Also present were Mayor Mark Slocomb, Director Sean McMullen, Gary Rosploch, Dr. Richard Drury of the Muskego Norway School District and Recording Secretary Kellie Renk. Ald. Patterson noted the meeting was posted in accordance with the Open Meeting Law. Those present recited the Pledge of Allegiance. Ald. Damaske moved to convene into Closed Session pursuant to Section 19.85 (1) (e), Wisconsin Statutes, Deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session; more specifically, concerning entering a new refuse/recycling contract commencing in 2004. Action may be taken in closed session. Motions may be made from time to time during the course of the meeting and if passed as referred to above, the Committee may go into closed session for this purpose after reconvening into open session to continue with agenda item No. 1 and further discussion or action on matters discussed in closed session. Ald. Buckmaster seconded. Motion carried 3-0. The Committee convened into closed session at 7:05 PM. Also in attendance for the closed session were Mayor Mark Slocomb, Director Sean McMullen, Gary Rosploch, Dr. Richard Drury and Kellie Renk. Ald. Damaske moved to reconvene into open session. Seconded by Ald. Buckmaster. Motion carried 3-0. The committee reconvened into open session at 10:05 PM. Ald. Patterson reported back to the Committee on discussions with representatives from Onyx Waste Services Midwest, Inc. Onyx Waste Services Midwest, Inc. agrees to the following: - 30yard roll -off containers for the high school at $250.00 per container for the life of the contract regardless the numbers of containers. - Red bag disposal at $300.00 for the fist year and Onyx will let Director McMullen know if they can hold that price. - Onyx will get back to Director McMullen and let him know the pricing for removal of light bulbs at the High School. - Tire pick-up remains at 1 tire per residence per week. - CPI will remain as quoted in the contract. - Drop off will remain as quoted in the contract. - Contract extension of one year if mutually agreed upon. Public Services Committee December 8, 2003 Page 2 Aid. Patterson stated the City will not accept the brush pick up as part of the contract and the Contractor will own the recycled materials. Aid. Damakse moved to approve the additions to the refuse and recycling contract. Aid. Buckmaster seconded. Motion carried 3-0. Aid. Buckmaster moved to recommend to Finance acceptance of the bid from Onyx Waste Services Midwest, Inc.as follows: Item #10 Summary of Costs Accept — 1. Weekly refuse collection $445,992.96 Refuse — 2. Brush and leaf pickup Refuse — Alternate 2. Recycling Collection and Disposal Accept — Alternate 3. Recycling Collection and Disposal $243,363.84 Accept — 5. Recycling Drop off Center — yard waste $13,500.00 Accept - Item B Yearly Costs for Schools $20,755.08 And additional items above agreed to by Onyx Waste Services Midwest, Inc. Seconded by Aid. Damaske. Motion carried 3-0. Communication and any other business as authorized by law — None Being no further business to discuss, Aid Buckmaster moved to adjourn the meeting, seconded by Aid.
