PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD ON MONDAY, NOVEMBER 24, 2003.
Chairman Patrick Patterson called the meeting to order at 7:00 PM.
Present were Committee Members Aid. Patrick Patterson, Aid. Chris Buckmaster and
Aid. Chuck Damaske. Also present were Aid. Eric Schroeder, Police Chief John
Johnson, Superintendent Wayne Delikat and Director Sean McMullen.
Aid. Patterson noted the meeting was posted in accordance with the Open Meeting Law.
Those present recited the Pledge of Allegiance.
REVIEW OF MINUTES OF PREVIOUS MEETING: Aid. Damaske moved to
approve the minutes of October 27, 2003. Seconded by Aid. Buckmaster, motion
carried unanimously.
UNFINISHED BUSINESS:
Update on Parkland Mall — Nothing new to report.
Status of Refuse/Recycling — Discussed under Waste/Refuse contract.
Status of Cable TV / Concerns of Customer Service — Nothing new to report.
Status of proposed policy for traffic calming - Nothing new to report.
Discussion of Waste/Refuse contract — Director McMullen stated bids are out. An
addendum has been sent out to the bidders. A meeting is scheduled for December 5`", to
discuss the bids. Another meeting is scheduled for December 81h, which will be in closed
session. The December 81" meeting will finalize the process and a recommendation will
be made to Council.
Review recommendation from Big Muskego Lake Protection and Rehabilitation
District to establish parking or lake access fees at various public access sites. —
Director McMullen stated he is waiting for a recommendation from the Park and
Recreation Board on fees for parking and lake access. Director McMullen will send a
letter to the Board advising them the Lake District is requesting to set fees for parking and
lake access.
Discuss traffic issues at Ouietwood and Martin Drive intersection — Director
McMullen explained Gary Evans of Waukesha County Public Works agreed to continue
to monitor the intersection of Janesville Rd and Martin Drive to see if it warrants a
signalized intersection.

NEW BUSINESS
Review the "Procedures to Determine Need for Traffic Control Devices, Stop Sims
and Yield Signs — Nothing new to report. Chief Johnson handed out the procedure for
the Committee members information.
Review costs for intersection improvements — Racine & Woods Director McMullen
explained the cost breakdown for left turn arrows north and southbound for the
intersection of Woods Rd and Racine Ave. The units and numbers are based on Baylane
construction in 2002 and .Zanesville and Martin reconstruction in 2003. The total cost
with 20°% engineering, legal and contingency included is S185,568.00. The cost assumes
normal sub -surface conditions without storm sewer installation. Director McMullen
added this intersection is not on the County's 5-7 year capital improvement plan. Chief
Johnson questioned if grants could be applied for to pay for the construction. Aid.
Schroeder noted the uniqueness of this intersection that may not have been taken into
consideration during the traffic study. The heavy school traffic is only two times a day
and they should also take into consideration the new developments that will be using this
intersection frequently throughout the day. The Committee directed Director McMullen
to send a letter to Waukesha County asking the County to review the intersection and if
warranted add to the Capital Improvement Plan.
Discuss speed on Woods Road at High School — Aid. Damakse explained when
students leave the high school parking lot at 3:15 when school lets out they speed down
Woods Road. Security is having a hard time getting there in time to stop them. Chief
Johnson will have the school liaison officer watch the parking lot as students leave.
Chief Johnson also stated he has been receiving calls from residents east on Woods Road
complaining of students speeding.
Communication and any other business as authorized by law — Aid. Patterson stated
he received a phone call from a resident concerned about coyotes. Chief Johnson agreed
the City does have coyotes but the Police Department does not become involved unless it
becomes a human problem.
Aid. Patterson noted there will not be a December meeting due to the holidays. If an
urgent item comes up a meeting will be scheduled.
Being no further business to discuss, Aid Damaske moved to adjourn the meeting,
seconded by Aid. Buckmaster. Carried by all and meeting adjourned at 7:54 PM.
