PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING HELD ON MONDAY, SEPTEMBER 22, 2003.
Chairman Patrick Patterson called the meeting to order at 7:30 PM.
Present were Committee Members Aid. Patrick Patterson, Aid. Chris Buckmaster and
Aid. Chuck Damaske. Also present was Aid. Eric Schroeder. Police Chief John
Johnson, Superintendent Wayne Delikat and Director Sean McMullen were excused.
Aid. Patterson noted the meeting was posted in accordance with the Open Meeting Law.
Those present recited the Pledge of Allegiance.
REVIEW OF MINUTES OF PREVIOUS MEETING: Aid. Damaske moved to
approve the minutes of August 25, 2003. Seconded by Ald. Buckmaster, motion
carried unanimously.
UNFINISHED BUSINESS:
Update on Parkland Mall — Nothing new to report.
Status of Refuse/Recyclin— Covered under new business further review
refuse/recycling proposal for 2004.
Status of Cable TV / Concerns of Customer Service — Nothing new to report.
Status of proposed policy for traffic calming - Nothing new to report.
Discussion of Waste/Refuse contract — Covered under new business further review
refuse/recycling proposal for 2004.
NEW BUSINESS
Request for a speed limit sign (west end of Woods Rd — Muskezo County Park) —
Aid. Patterson noted the signs have already been installed.
Review request for Waukesha Countv to conduct a traffic studv (Racine Ave/Woods
Road Intersection. left turn arrows north and southbound) — Aid Schroeder
explained he had received several calls relating to the intersection of Woods Rd and
Racine Ave. Residents were concerned with the left turns at this intersection especially
during school. Aid. Schroeder watched the intersection and noticed heavier congestion
north and southbound on Racine Ave. and reported having to wait 1 cycle of lights to
make the left turn. Aid. Damaske stated a traffic study may have been done prior to the
high school construction. Aid. Schroeder suggested installing left turn signals and
painting the left turn lane similar to Lannon and Janesville Rd. The Committee is
requesting Director McMullen research either City files or contact the County for a traffic
study and provide the Committee with recommendations or suggestions for the
intersection. The Committee is also requesting Chief Johnson bring accident reports for
Public Services Committee

this intersection and any recommendations or suggestions he may have for this
intersection.
Further Review Refuse/Recyclin� proposal for 2004 - The Committee reviewed a
chart comparing Muskego's contract and the contract Franklin signed in May 2003. Ald.
Damaske would like to see the School District included in the contract. Ald.
Buckmaster moved to terminate the existing contract and to serve notice to Onyx by
October 1, 2003, to look for additional services and lower costs. Aid. Damaske
seconded. Motion carried 3-0. Ald. Patterson will contact Mayor Slocomb to discuss
procedure.
Communication and any other business as authorized by law — None.
Being no further business to discuss, Ald Damaske moved to adjourn the meeting,
seconded by Ald. Buckmaster. Carried by all and meeting adjourned at 8:40 PM.
