PSCM20030407APPROVED • PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD ON MONDAY, APRIL7, 2003. Chairman Patrick Patterson called the meeting to order at 6:34 PM. Present were Committee Members Ald. Patrick Patterson and Ald. Chuck Damaske. Also present were Alderman -elect Chris Buckmaster, Police Chief John Johnson, Engineer David Simpson. Ald. Eileen Madden, Public Works Superintendent Wayne Delikat and Engineering and Building Director Sean McMullen were excused. Ald. Patterson noted the meeting was posted in accordance with the Open Meeting Law. Those present recited the Pledge of Allegiance. REVIEW OF MINUTES OF PREVIOUS MEETING: Ald. Damaske moved to approve the minutes of March 3, 2003. Seconded by Ald. Patterson, motion carried 2-0. UNFINISHED BUSINESS: Update on Parkland Mall — Ald. Damaske questioned if the reason the property owner • was leaving the sign up at Parkland Mall was that the square footage was grand -fathered for any new development. This question will be referred to Assistant Plan Director Dustin Wolff for next months meeting. Status of Refuse/Recycling — Ald. Patterson reported no complaints or problems. Status of Cable TV / Concerns of Customer Service — Nothing new to report. Status of proposed policy for traffic calming — Dave Simpson reported the Engineering Department will have a temporary solution for traffic calming to test at the next meeting. A temporary speed hump will be tested in residential areas of 25 mph. Further discussion on proposed ordinance to prohibit cars blocking mail delivery — This item discussed under status of "No Parking" north and south of High School. The Committee deferred until next month's meeting. Further review of status of "No Parking" north and south of High School — Chief Johnson explained last Wednesday the County took down all temporary no parking signs that the City put up. The only no parking sign the County installed was at a vision corner 250' south and north of Parker Drive on the cast side of the road. The County denied the City's recommendation to go to Parker Drive on both sides of the road. Chief Johnson spoke to Rich Bolte, Director of Public Works at Waukesha County, and he agreed to the City putting the temporary "No Parking" signs back up to allow for mail delivery. The City reposted them on Thursday. This item is on the County's Public Works agenda for Thursday. The Committee deferred to next month awaiting the decision from the Waukesha County Public Works Board. Public Services Committee April 7, 2003 NEW BUSINESS Page 2 Discuss speeding on Hillendale, south of Racine Avenue — Ald. Damaske explained he had been receiving calls from residents with concerns on the speed of cars on Hillendale south of Racine between Field Dr. Chief Johnson stated he did not know of any calls from that area coming into the Police Department. Ald. Damaske stated there was a squad there a few weeks ago that seemed to help. Chief explained the best thing for a resident to do is to call the Police Department and give a description of the vehicle and the time of day so officers can watch for violators. Chief will log the Committees concern and will also do a traffic count in May. Discuss stop and go lights on Moorland/Janesville — turning arrows — Ald Damaski received calls from residents with concerns on the left turn lane at the intersection of Moorland and Janesville Rd. He explained that the left turn arrow onto Moorland Road goes from green to red, and a vehicle will have to stop even though there are no cars coming. Ald. Damaski suggested a green arrow to a green light. Dave Simpson explained the County will not allow an unprotected turn with dual left turn lanes, where two cars are turning left at the same time. Ald Patterson requested Mr. Simpson write a follow-up letter to the County to look at any options there may be for the left turn lane. Review amendment to Chapter 12.03 Peddlers. Canvassers and Transient Merchants relating to waiting period — Chief Johnson in reviewing Chapter 12.03(1)(b) explained there is language requiring a 72 hour waiting period after a license is issued before peddling, soliciting and canvassing is allowed. Chief stated this has not been enforced. There is, however, another 72 hour period from the time the application is received whereby the Police Chief must perform an investigation and endorse the application. Which is the current practice. Chief explained that once the application is approved there is no reason to delay the applicant an additional 72 hours. Aid. Damaske moved to deleted in its entirety the following: (b) There shall be a waiting period of 72 hours excluding weekends and holidays from the time of the issuance of the license to the prospective licensee, to the time that the licensee or its permittees may begin the peddling, soliciting, canvassing or going from place to place soliciting orders within the corporate limits of the City of Muskego. Seconded by Ald. Patterson. Motioned carried unanimously. Ald. Patterson questioned if solicitors, peddlers, or transient merchants must carry the license on them. Chief will research the Municipal Code. Communication and any other business as authorized by law — None. Being no further business to discuss, Aid Damaske moved to adjourn the meeting, seconded by Ald. Patterson. Carried by all and meeting adjourned at 7:20 PM.
