PSCM200211040 APPROVED PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD ON MOIL DAY, NOVEMBER 4, 2002. Chairman Patrick Patterson called they meeting to order at 6:30 PM. Present were Committee MembersAld. Chuck Damaske and Ald. Eileen Madden. Also present Police Chief John Johnson. Engi.neerin;g and Building Director Sean McMulle-i and Public Works Superintendent V'V yne Delihat were excused. Aid. Patterson noted the meeting was, posted in accordance with the Open Meeting Law. Those present recited the Pledge of A,,llegiance.. REVIEW OF MINUTES OF PREVIOUS MEETING: Ald. Damaske moved to approve the minutes of October 15, 2002. Seconded by Aid. Madden, motion carried 3-0. UNFINISHED BUSINESS: Update on Parkland Mall — Nothing: new to report. Status of Refuse/Reeve iin Aid. Patterson informed the Committee of a discussion he had with Chuck Ott of Superior Onyx and Ma.,y,or Slocomb. Mr. Ott: requested the City allow Superior Onyx to charge -group nursing homes in a residential area a commercial charge for trash pick up. The group lhomes are turning out larger than normal amounts of trash. Aid. Patterson noted the City has already contacted Attorney Molter, who will review the contract. The Committee agreed, pending Attorney Molter's review, Superior Onyx may charge the group nursing; homes a commercial rate. Status of Cable TV / Concerns of Customer, Service -- Celeste Flynn has contacted both Aid. Madden and AM. Patterson The two will tour Time Warner's main office next week or the following week. Aid. N/ladden also requested a Road Runner technician be present to answer questions. Aid. Madden informed the committee the voice response unit to answer and direct calls has been implemented. Status of proposed policy for traffic calmin;l — Ald. Madden will call Brown Deer to see what types of traffic calming measures they utilize. The Committee will check with Public Works Superintendent, Wayne Delikat, on the status of "Slow Kids" yard signs approved to be purchased at a past meeting. Discuss policy for issuiny- permit for display, of Fireworks from July 1 thru July 7 — The Committee agreed to send the Fireworks Ordinance to Atty. Molter for amendmen+, stating if a resident who has a permit receives .a warning or citation ]for failure to meet Public Services Committee Page 2 November 4, 2002 guidelines of the permit they will not receive a permit the following year. However, if a resident receives a warning or citation for not having a permit, they will be allowed to receive a permit the following year. The Committee also requested it: be noted in the ordinance the property owner will be responsible for any warnings and citations issued to the property. The Committee will review at next meeting. Ald. Patterson stated from research he had done, the City would not be liable for damages to property with a City issuedpermiit. NEW BUSINESS Discuss Burning Ordinance -- Ald. Patterson informed the Committee he had a complaint from a resident in his district that a neighbor was using a burning barrel and she was not sure what they were burr.in;g or the! exact location. Chief Johnson stated shy should call the Police Department thc:; next timed she is having problems with burning in her neighborhood and an officer will investigate. Ald. Patterson asked members of the Committee if they had any complaints on burning. Other members stated they had not. Communication and any other business as authorized by law — None Being no further business to discuss, Ald Damaske moved to adjourn the meeting, seconded by Ald. Madden.
