PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO
MINUTES OF MEETING H1ELD ("IN 'TUE'aiDAY, OCT013ER 15, 2002.
Chairman Patrick Patterson called the meeting to order at 7:04 PM.
Present were Committee Members Ald. Chuck Damaske and Aid. Eileen Madden. Also
present Police Chief John Johnson and those per attached list. Engineering and Building
Director Sean McMullen and Public 'Works Superintendent Wayne Delikat were excused.
Aid. Patterson noted the meeting was posted in accordance with the Open Meeting Law.
Those present recited the Pledge of Allegiance.
REVIEW OF MINUTES OF PREVIOUS MEETING: Aid. Damaske moved to
approve the minutes of September 11,1, 2002. Seconded by Aid. Madden, motion
carried 3-0.
UNFINISHED BUSINESS:
Update on Parkland Mall — Nothing, new to report.
Status of Refuse/Rec clip --- Nothing new to report.

Status of Cable TV / Concerns of Customer Service -- Aid. Madden reported that
Celeste Flynn, Director of Pubic Affairs for Time Warner did not forward her the reports
she had promised at the last meeting. Aid. Patterson requested a letter be sent to Bev
Greenberg, Vice President of the Public .Affairs, making; her aware of the lack of
communication from Tirne Warner.
Status of proposed policy for traffic calming — Nothing new to report.
NEW BUSINESS
Discuss policy for issuing permit for displa,w of Fireworks from July 1 thru July 7
Thomas and Jean Plass of W 1180 S6669 Muskego Drive were present to discuss the City
permitting the use of fireworks from .July l s' tlrru July 7'1h. Mrs. Plass explained to the
Committee last year they had problerns with a neighbor who was shooting fireworks to
close to their house and landing on their property. The police were called and they
explained there was a permit. The Plasses would like to see the permits for fireworks
discontinued for safety reasons. Chief .11ohnson agreed fireworks are a serious problem in
• the summer with injury and property damage. Chief Johnson informed the Committee
that fireworks are permitted through the; Mayor's office with proof of homeowners

:insurance. Mrs. Plass questioned if the City is liable if something were to happen becau--e
. they issue the permits. Ald. Patterson suggested giving the Mayor's office a report of
firework offenders for the next year so those offFenders will not: be able to purchase a
.permit. Ald. Madden suggested looking over tl:ae ordinance and possibly amending it
with restrictions on the size of the lots allowed to receive permits. The Committee will
defer to next month to allow time to review police reports, permit list, and fireworks
ordinance #992.
Communication and any other business as authorized by law — Ald. Patterson will
look into possibly switching meeting days with Public Works Committee.
Being no further business to discuss, .A,ld Damaske moved to adjourn the meeting,
seconded by Ald. Madden. Carried by all and meeting adjourned at 8:10 PM.
