PSCM20020401CORRECTED/APPROVED PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD ON MONDAY, APRIL 1, 2002. Chairman Patrick Patterson called the meeting to order at 7:03 PM. Those present recited the Pledge of Allegiance Present were Committee Members Ald. Rick Petfalski and Ald. Chuck Wichgers. Also present was Police Chief John Johnson. Public Works Superintendent Wayne Delikat and Engineering and Building Director Sean McMullen were excused. Ald. Patterson noted the meeting was posted in accordance with the Open Meeting Law. REVIEW OF MINUTES OF PREVIOUS MEETING: The Committee reviewed the minutes of the March 4, 2002, meeting. Aid. Petfalski moved to approve the minutes as presented. Aid. Wichgers seconded and motion carried unanimously. UNFINISHED BUSINESS: Update on Parkland Mall — Director McMullen updated the committee via a memo stating he had a discussion with Attorney Baxter. Attorney Baxter is reviewing the agreement and Chapter 35, and will be giving the Committee a written opinion at next month's meeting. Status of Recycling/Refuse -Recording Secretary Renk passed on information from Superintendent Delikat of two complaints for March. Ald Petfalski added he had two complaints also, one being his own. He stated that after the recycling bins had been emptied they were placed upside down allowing broken glass to fall out onto the driveway. He notified BFI of the problem and the next week was satisfactory. Status of Cable TV / Concerns of Customer Service — Ald. Patterson reported that Bev Greenberg of Time Warner Cable was not aware of any issues with Customer Service but will look into it. Ald Patterson also informed the Committee that Time Warner had been paying fees to the City for cable and intemet. Due to a court ruling Time Warner will no longer pay fees for internet. Status of proposed policy for traffic calming — Director McMullen informed the committee via a memo that the TAPCO representative the City had been dealing with was no longer with the company. There will be a new representative within the next month. Further discussion of Burning Ordinance— Director McMullen reported via memo that he has heard from different residents who are not interested in having the ordinance repealed. It is his recommendation to remove this item from the agenda until at such time additional requests are received. Ald. Wichgers agreed the item should be removed until a resident brings it back to the Committee. Ald. Patterson would like the Police Department to enforce with a citation after a warning has been given. Discuss refuse/recycling charges — Nothing new to report. The Committee asked that this item be removed from the agenda. Public Services Committee Page 2 April 1, 2002 • Review traffic speed — Industrial Park — Nothing new to discuss. This item is on hold until the end of May. Discuss speed control — Ryan Road (Boxhorn to Groveway) — Nothing new to discuss. This item is on hold until the end of May. NEW BUSINESS Renuest for traffic control for Moorland/Durham Road Construction — Chief Johnson stated that to enforce road closing signs and speed limit signs there must be a resolution adopted by the Council. Chief Johnson stated that the road would be closed except to residents, businesses and legitimate visitors. The Committee asked how the residents would feel having the road closed during construction. Chief stated it will be a problem for people to get from the north side of the city to the south side of the city during construction and that dust being kicked up and cars bottoming out will be complaints of the residents. But he stated the biggest complaint might be from the construction workers who are trying to work while having to watch for traffic. Aid. Petfalski moved to send to Council the recommendation from Public Works Committee and to direct Public Works Superintendent Delikat to install appropriate signs for "closed to through traffic — authorized vehicles only" on 40 Durham Drive, from Hidden Creek Court south to McShane Drive from May 1, 2002 through October 31, 2002, during temporary construction period, and that all affected homeowners be given stickers that can be put on their cars giving them authorization to ingress and egress to their homes during the road construction project, as well as appropriate detour signs posted, and road posted for temporary 25 mph. Seconded by Aid. Wichgers. Motion carried. Ald. Petfalski noted that residents should be informed that visitors would be allowed to travel on the road while it is closed. Review recommendation from Public Works Committee for desienatine Darkina lot for Muskego Elementary School for one-wav ingress off of Janesville Road and one- way egress onto Michi - After a brief discussion on the revised parking lot layout (copy attached) for Muskego Elementary School, Aid. Petfalski moved to approve the plans and to direct Superintendent Delikat to install the appropriate signage. Seconded by Aid. Wichgers. Motion carried. Communication and any other business as authorized by law - Aid. Patterson reminded everyone to get out and vote tomorrow. Being no further business to discuss, Aid Wichgers moved to adjourn the meeting, . seconded by Aid. Petfalski. Carried by all and meeting adjourned at 7:30 PM.
