PSCM20020304• APPROVED PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD ON MONDAY, MARCH 4, 2002. Chairman Patrick Patterson called the meeting to order at 7:03 PM. Those present recited the Pledge of Allegiance Present were Committee Members Aid. Rick Petfalski and Aid. Chuck Wichgers. Also present were Aid. Slocomb, Public Works Superintendent Wayne Delikat. Engineering and Building Director Sean McMullen, Police Chief John Johnson and those per attached list. Aid. Patterson noted the meeting was posted in accordance with the Open Meeting Law. REVIEW OF MINUTES OF PREVIOUS MEETING: The Committee reviewed the minutes of the February 4, 2002, meeting. Ald. Petfalski moved to approve the minutes as presented. Aid. Wichgers seconded and motion carried unanimously. UNFINISHED BUSINESS: Update on status of Condemnations/Citations-Parkland Mall Demolition Permit — Due to conflicting schedules Director McMullen has not been able to meet with Attorney Baxter. Director McMullen will report back to the Committee. Aid. Wichgers informed the Committee the developer of Parkland Mall, Parkland Ventures, has requested to be taken off the agenda until future items arise. Aid. Petfalski and Aid. Patterson agreed that this item will be left on the agenda until it has been developed under a new title " Update on Parkland Mall" Aid Wichgers requested that if there is material that will be discussed pertaining to Parkland Mall the developer be notified in advance to attend the meeting. The Committee agreed they would give notice if possible. Aid. Patterson also noted as an agenda item the Committee may discuss anything at any time without notice. Director McMullen will inform Mr. Dyer previous to the Public Service Committee's meeting to discuss the Attorney's opinion. Status of Recvcline/Refuse Superintendent Delikat reported three complaints for February. Status of Cable TV / Concerns of Customer Service — Aid. Petfalski reported good customer service during the past month. The Committee agreed there are still problems getting through to customer service. Aid Patterson suggested inviting Bev Greenberg of • Time Warner to a Public Service meeting to discuss customer service issues. Public Services Committee Page 2 March 4, 2002 • Status of proposed policy for traffic calming — Director McMullen informed the committee state code will allow traffic calming devices in the center of the roadway if they are not affixed to the ground. Director McMullen reported TAPCO will not have the items in stock until the end of March or early April. Director McMullen stated a rep from TAPCO maybe available to meet with the Committee if it were during work hours. Further discussion of Burning Ordinance — Nothing new to report. At last meeting Mr. Mueller was going to get the opinions of other neighbors. He has not contacted the committee at this time. Discuss refuse/recycling charges — Aid. Slocomb informed the Committee the BFI contract says that commercial properties with one or more residences are considered part of the contract with the City. Mr. Bennett should have received a recycling bin, but has already stated he does not want to receive one. Aid. Petfalski moved to deny wavier of charges. Seconded by Ald. Wichgers. Motion carried 3-0. Aid. Slocomb also clarified for the committee the reason for Mr. Bennett needing a private sewer service. Mr. Bennett is running two connections and the City does not allow two connections on one eight inch line. Review traffic speed — Industrial Park — Nothing new to discuss. This item is on hold • until the end of May. Discuss speed control — Ryan Road (Boxhorn to Groveway) — Nothing new to discuss. This item is on hold until the end of May. NEW BUSINESS Review petition received reauesting crosswalk from Muskego Elementary and Kingdom Care Day Care on Janesville Rd. — John Zanotelli was present to discuss safety issues for children crossing Janesville Rd before and after school. Aid. Patterson read the attached petition submitted by Mr. Zanotelli. The committee discussed this list and options that could be done that Waukesha County would allow being a County road Owners of the Tanning Salon Mr. Kenneth and Donna Zylke were present with Dawn Kramer and Mike Olner who runs the Tanning Salon. As it is now they have about 6 parking stalls on the street and only two stalls in the driveway. No street parking would put them out of business. Dawn Kramer suggested putting the parking restrictions on school pick up and drop off hours and not the whole day. Aid. Wichgers reported Kingdom Care Day Center has no problems with parking. • The School District will be redoing the parking lot to create parking in the back of the school. The loading and unloading of busses will then be on the west side of the school. This remodel could help with the traffic problems during pick up and drop off. Public Services Committee Page 3 March 4, 2002 • Director McMullen proposed to the committee and residents present the following: Placing a crosswalk on Janesville Rd'on the west side of the school just east of Park Dr with white painted "School Zone" - "No Parking / Stopping" signs from Michi Dr to Park Dr. on the north side of Janesville Rd - "No Parking / Stopping" signs on the south side of Janesville Road except for an area from the centerline of the Tanning Salon to 100 ft west which would give the Salon 5 parking stalls - North side of Janesville from Michi to Westwood already to parking to allow to driveways. - "15 mph./ School Zone" reflector signs on Janesville Road for east and west bound traffic. The Committee also agreed to look into the amount of signs that are present in this short stretch of road. Mr. Zanotelli suggested it may be distracting to drives who are not familiar with Muskego they may not know there is a school present. The owners of the tanning salon asked that the "No Parking" signs be set back from the driveway. There have been problems with customers backing into the sign as they are turning to leave the driveway. Director McMullen will take this into consideration. Director McMullen will instruct Dan Flamini of the Engineering Department to draw up • plans as stated above which will be taken to Council as a resolution. Director McMullen will present Waukesha County with the resolution and attach the map showing the proposed changes. The Committee requested that a copy of the minutes be sent to the principal of the school with map. Ald. Petfalski moved to send by resolution the above items proposed by Director McMullen to Common Council to be approved and presented to Waukesha County as a recommendation. Discuss speed control on Woods Road, east of Tess Corners Drive — Residents concerned of vehicles traveling at high speeds on Woods Road. Chief Johnson will do a traffic study and bring back to the Committee for the May or June meeting. Communication and any other business as authorized by law - None Being no further business to discuss, Aid Wichgers moved to adjourn the meeting, seconded by Aid. Petfalski.
