PSCM20020204APPROVED PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD ON MONDAY, FEBRUARY 4, 2002. Chairman Patrick Patterson called the meeting to order at 7:00 PM. Those present recited the Pledge of Allegiance Present were Committee Members Ald. Rick Petfalski and Ald. Chuck Wichgers. Also present were Ald. Slocomb, Public Works Superintendent Wayne Delikat. Engineering and Building Director Sean McMullen, and Sergeant Moser of the Police Department. Ald. Patterson noted the meeting was posted in accordance with the Open Meeting Law. REVIEW OF MINUTES OF PREVIOUS MEETING: The Committee reviewed the minutes of the January 7, 2002, meeting. Aid. Petfalski moved to approve the minutes as presented. Aid. Wichgers seconded and motion carried unanimously. UNFINISHED BUSINESS: Update on status of Condemnations/Citations-Parkland Mall Demolition Permit — Director McMullen will speak to Atty. Baxter to discuss options to encourage the developer to restore Parkland Mall to City Standards. Status of Recycling/Refuse Superintendent Delikat reported ten complaints for January. 6- Missed garbage pickup 4- Missed recycling pickup Status of Cable TV — The Committee requests "status of concerns of customer service" be added to future agendas under unfinished business. Status of proposed policy for traffic calming — Director McMullen discussed options for traffic calming. • LED flashers - ground into the road along with a yellow flashing pedestrian sign. Lowers accident rates. Cost is three to ten thousand dollars for the whole system. To be used in school zones. Speed humps — 4 to 9in. in height 12-16 feet in length. Can get caught in snow plows. Raised section — temporary sections, determining factors are traffic volumes, roadway widths intersection locations and Clear Zone conformance Further discussion of Burning Ordinance — Dan Mueller of W 128 S6391 Emerson Dr. came before the committee to discuss the Burning Ordinance. Mr. Mueller is having problems with neighbors irresponsible burning. Discussion took place of problems with small lots of a %2 acre or less. Mr. Mueller suggested curbside pick up, composting and additional pick up of leaves and brush. Mr. Mueller also requested revisions to the Public Services Committee Page 2 February 4, 2002 • ordinance as it pertains to smaller lots. Ald Patterson noted that if burning is prohibited all burning will be prohibited including bon fires. Ald. Slocomb emphasized enforcement of Chapter 9.14(3)(a)(2). The Committee suggested calling the Police Department when having a problem with the neighbors to enforce the burning ordinance. The police will give a warning the first time and then a citation if they are called out after that. Aid. Petfalski moved to defer to next month's meeting. Seconded by Aid. Wichgers. Motion carried. NEW BUSINESS Discuss refuse/recycling charges — Mr. Dick Bennett of S90 WI 3960 Boxhom Drwas present to discuss the charges of refuse and recycling. Discussion took place of whether his property is residential or commercial. Mr. Bennett stated he has never received a recycling bin because he has commercial pickup. The Committee will look into the charges to Mr. Bennett's commercial property. Aid. Petfalski moved to defer to next month. Seconded by Aid. Wichgers. Motion carried 3-0. Review traffic speed — Industrial Park — The committee discussed the traffic speed on Mercury Dr. The committee requested an eight day traffic count on Mercury Dr for May 2002. The results will be brought to the June meeting. Aid Petfalski moved to defer. Seconded by Aid. Wichgers. Motion carried 3-0. • Discuss speed control — Ryan Road (Boxhorn to Groveway) — Ald Slocomb was present to request a stop sign on Ryan Road at Boxhom Drive, creating a three way intersection. The Committee requested an eight day traffic count on this intersection for early May. Aid. Petfalski moved to defer to review traffic count. Seconded by Aid. Wichgers. Motion carried 3-0. Communication and any other business as authorized by law - Ald. Wichgers informed the committee Jim Zamatelli will be coming before the committee with a petition to improve the crosswalk from Muskego Elementary and Kingdom Care Day Care on Janesville Rd. Being no further business to discuss, Aid Wichgers moved to adjourn the meeting, seconded by Aid. Petfalski. Carried by all and meeting adjourned at 8:50 PM.
