PSCM20010710PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO APPROVED MINUTES OF MEETING HELD ON TUESDAY JULY 10, 2001 Chairman Patrick Patterson called the meeting to order at 6:50 PM. Present was Committee Member Alderman Chuck Wichgers. Also present was City Engineering/Bldg. Inspection Director McMullen, Alderman Sanders and Plan Director Brian Turk. Excused were Ald. Rick Petaflski, Public Works Superintendent Wayne Delikat and Police Chief John Johnson. Ald. Patterson noted the meeting was posted in accordance with the Open Meeting Law. REVIEW OF MINUTES OF PREVIOUS MEETING: The Committee reviewed the minutes of the June 4, 2001, meeting. Ald. Wichgers moved to approve the minutes as presented, seconded by Ald. Patterson. Motion carried. UNFINISHED BUSINESS: Update on status of Condemnations/Citations-Parkland Mall Demolition Permit — Nothing new to report. Update on existing forms and ordinances—Business/Home Inspections/New Fee Proposal — Nothing new to report. Status of Reeve] in21Refuse — Nothing new to report. Status of Cable TV audio - Nothing new to report. Status of proposed policy for traffic calming — Nothing new to report. NEW BUSINESS: Establish date for Trick or Treat - Alderman Wichgers moved to recommend approval of Halloween trick or treat hours for Wednesday, October 31, 2001 from 6:OOPM to 8:OOPM. Aid. Patterson seconded. Motion carried. Review request for name change/Quietwood Creek Subdivision — (Columbine Court to Bur Oak Court) — Ald. Wichgers moved to recommend approval of name change from Columbine Court to Bur Oak Court in Quietwood Creek Subdivision. Aid. Patterson seconded. Motion carried. Review request for "No Parking" signs- Victoria/Kelsey — Mr. Michael Piasini-Klis of W206 S 10316 Victoria Drive was present to request a "No Parking" sign on the comer of Victoria and Kelsey Drive. Mr. Piasini-Klis questioned the actual right away on the property. Plan Director Brian Turk stated there is a 60ft public right away and a 15ft by 30ft vision comer easement. Mr. Piasini-Klis questioned landscaping within the right Public Services Committee Page 2 July 10, 2001 away and vision comer. Director McMullen stated planting could be done in a vision comer under 30inches and to plant in the public right away would need Public Works approval. Director McMullen clarified if a property was in violation of landscaping in a right away or vision corner before the City could take action there would need to be two written complaints from two different residents, or one complaint from an Alderman, or one complaint from the Mayor. Ald. Patterson stated Chief Johnson does not recommend placing a stop sign at this time because it is already illegal to park there. Ald. Patterson suggested calling the police department when cars are parked there and an officer will come out to issue a ticket. The Police Department will also keep a log of cars parked illegally. Aid. Wichgers moved to deny approval for "No Parking" sign at the corner of Victoria and Kelsey Drive. Chief Johnson will be instructed to have his officers issue one warning to cars parked illegally and after that to issue a ticket. Aid. Patterson seconded. Motion carried. Review Jack's Auto Salvage/Tess Corners Drive — Ald. Wichgers moved to recommend approval of application for salvage and recycling permit for Jack's Auto Salvage at S71 W13219 Tess Corners Drive. Aid. Patterson seconded. Motion carried. Review of HAWS agreement - Ald. Wichgers moved to recommend approval of the 2001-2002 Humane Animal Welfare Society (HAWS) Agreement. Aid. Patterson seconded. Motion carried. Being no further business to discuss, Aid. Wichgers moved to adjourn the meeting, seconded by Aid. Patterson. Carried by all and meeting adjourned at 7:30 PM.
