MINUTES OF MEETING HELD ON MONDAY, MAY 7, 2001
Chairman Patrick Patterson called the meeting to order at 7:05 PM.
Present were Committee Members Alderman Chuck Wichgers and Rick Petfalski. Also
present were City Engineering/Bldg. Inspection Director McMullen, Public Works Supt.
Delikat, and Police Sgt. Richard Renz Ald. Slocomb arrived at 7.15 PM.
Ald. Patterson noted the meeting was posted in accordance with the Open Meeting Law.
REVIEW OF MINUTES OF PREVIOUS MEETING: The Committee reviewed the
minutes of the February 5, 2001, meeting. Ald. Wichgers moved to approve the minutes
as presented, seconded by Ald. Petfalski. Motion carried.
UNFINISHED BUSINESS:
Update on status of Condemnations/Citations-Parkland Mall — Sean advised that a
meeting will be scheduled with the property owner as to cleaning up debris on the site as
well as repair collapsed stormwater basins. The property owner is not required to plant
any grass, but he will be encouraged to do so. Ald. Wichgers asked to be included in the
meeting.
Update on existing forms and ordinances —Business/Home Inspections - Ald.
Patterson questioned Sean if on home inspections we are doing any item -by -item
inspection guaranteeing that these items are all okay to the property owner. Sean replied
that the inspection states that the condition of the property meets at least the minimum
standards and there are no major building code violations. The inspectors look at the
chimney flutes to make sure they are clear, that structures aren't built over the top of
dryer vent or air-conditioning units, that all ingress and egress areas are clear. This came
into effect as a result of some of the old houses being resold and never inspected. Sean
would like to get away from inspecting pools and other structures that were put in without
taking out a permit. Ald. Slocomb would like it highlighted on the form and also told to
all applicants that this is not a home inspection and that it is, in fact, more of a safety
inspection. Sean is looking at possibly lowering the inspection fee to somewhere around
$30.00. Sean feels very strongly that the City continue to require any change in business
in a building to fill out a form and be inspected because of the different requirements for
different businesses. Lowering the fee for business inspections was also discussed and
Sean will be reviewing and coming to committee with recommendations for each
inspection fee.
Status of Recycling/Refuse — Wayne advised that the collection pick-up calendar was
printed in error but was corrected. Ald. Slocomb stated that Superior Emerald Park is
being paved this morning and will be ready for the Saturday drop-offs. Wayne has also

been in contact with the manager of Superior Emerald Park regarding the tire mark
damage on the roads.
Status of Cable TV audio - Aid. Patterson talked about the use of stereo vs. mono and
recommended that citizens switch between stereo and mono when receiving cable
feedback.
NEW BUSINESS:
Review request for stop sign on both ends of Tony Lema Drive — Champions
Village - Aid. Slocomb appeared before the committee to discuss requests he has
received for a stop sign on both ends of Tony Lema Drive. A discussion ensued
regarding the policy for stop sign installation. The committee restated their policy of
addressing each stop sign request. A discussion was held on the need for a stop sign for
intersection control in the Subdivision. The committee discussed use of stop signs and
yield signs. With the increase of new homes, Aid. Slocomb put the item on the agenda to
request committee action. Aid. Wichgers moved to approve the request for a stop sign
to be installed on both ends of Tony Lema Drive as it is a through street running into a
collector street. Seconded by Aid. Petfalski seconded, motion carried.
Review inspection report for Kohne Salvage & Recycling permit renewal - The
• Clerk/Treasurer supplied to the committee the annual renewal form for Kohne Salvage &
Recycling, for a license term of July 1, 2001 through June 30, 2002, which requires an
inspection by the Plan Office and approval by this committee. The committee reviewed
the memorandum from Assistant Plan Director Dustin Wolff wherein he noted that he
conducted a site inspection of the Kohne property and it appears to be well -kept and
orderly in appearance. No complaints were received regarding the property over the past
year.
Discuss policy for speed control - Aid. Patterson put this item on the agenda as a result
of a discussion the committee had with Chief John Johnson and Plan Director Brian Turk
quite some time ago about ways to control speed. He felt it worthy to have a discussion
to determine what can be done to moderate speed as stop signs do not control speed.
Chief Johnson asked that this item be deferred until he is able to attend and Aid. Patterson
wanted everyone to begin researching ways so that continuing discussion can be held at
future meetings. When questioned, Sean McMullen talked briefly on round-abouts, turn-
abouts, and islands in the center of streets. He stated that he is not sure that these systems
would work with our rural configuration. Sean mentioned that he is looking to create a
pedestrian area that is mainly shrubs, trees and decorative material. Aid. Slocomb
questioned Sean on his experience with speed humps. Sean advised he was familiar with
speed humps and that they only work for a short time. It results in major damage to the
municipal vehicles during ice storms. The committee agreed that the new neon specialty
signs are working well. Sgt. Renz reminded the committee that the police department has
• a policy whereby when they receive calls; they keep a log and then send an officer out to

assess the concern and receive specifics. They feel they need to be contacted about these
concerns and encourage all aldermen who receive calls to have the constituent call the
police department so that a study may be done. Sean mentioned that this item would be a
major issue discussed at their annual meeting scheduled for the end of October. He will
bring the results back to the committee. Aid. Wichgers moved to defer to the next
meeting. Seconded by Aid. Pelfalski, motion carried.
Discuss uronosed ordinance concerning safetv requirements for controlling uroaane
gas Aid. Patterson explained that he put this item on the agenda to ensure that propane
storage, with regard to power plants and their operations, are adequately monitored for
safety. Sean McMullen submitted DOC (Department of Commerce) regulations
regarding the storage and use of flammable liquids and gasses. At this time the City does
not have the expertise or the manpower to regulate large commercial uses of propane.
However, in conversations with the DOC, Sean stated that the department is well aware
of the impending site and will take the necessary steps to ensure that the propane and
other gasses are adequately stored and protected.
Being no further business to discuss, Aid. Wichgers moved to adjourn the meeting,
seconded by Aid. Petfalski. Carried by all and meeting adjourned at 8:55 PM.
