PSCM20000403PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO APPROVED MINUTES OF MEETING HELD ON MONDAY, APRIL 3, 2000 • The meeting was called to order at 7:06 PM by Chairman Patterson. Present were committee members Aid. Chiaverotti, Aid. Pionek, Chief John Johnson, Public Works Supt. Wayne Delikat, and those per attached sheet. Deputy Bldg. Director Al Biwer was absent. Chairman Patterson noted the meeting was posted in accordance with the Open Meeting Law. REVIEW OF MINUTES OF PREVIOUS MEETING: The Committee reviewed the minutes from the March 6, 2000 meeting. Aid. Pionek made a motion to approve the minutes as presented, seconded by Aid. Chiaverotti. Motion carried 3-0. UNFINISHED BUSINESS: Status of Cable TV - Irene Caristophers, representative from AOL/Time Warner/CAN was present to address concerns of the City. Chief Johnson advised the storm warnings were activated on March 8'" due to tornado warnings and the system did not work. Per our contract "The Grantee shall provide emergency broadcast capacity pursuant to FCC rules. The Grantee shall cooperate with the City in the use and operation of the emergency alert override system." With the storm season approaching this is something that needs to be taken care of immediately. Irene stated she would check into it tomorrow and advise Chairman • Patterson as soon as possible on the results. Another concern brought up was the poor reception on channels 13 and 25. Irene stated they have a problem with the return path cable located under Racine Avenue but that this sounds as if the other path is affected. She will check into this matter also and get back with an answer Chairman Patterson mentioned a concern the City has with the AOL takeover and the possibility of service suffering. Irene Caristophers stated AOL is removed from the running of the cable service with Warner being the expert and service will continue in the same fashion as before the takeover Irene Caristophers also told the committee that digital service will be launched April 18t' -19", along with an additional 16 - 20 channels. Digital service will be an additional paid feature. Those that have premium channels now will go from two screens availability to five screens per premium channel. This will be provided at no additional cost to present premium subscribers. The company is also trying to standardize all channels so no matter where you live within the southeast section of the state, the channels will be the same. Update on Existing Forms and Ordinances - Nothing to report. Status Recycling/Refuse - Public Works Supt. Delikat reported there were two garbage complaints - one being a humidifier not being picked up with garbage and the other was items not taken with garbage pick up. There were three (3) recycling complaints, and a complaint of the brush drop off site not open at 9:30 or 11:30 on 03/04/00. Review of Existing Landfill Expansions - Nothing to report. Further review of Commercial Property Maintenance Standards - Ald. Pionek asked if we have received an answer from the City Attorney as of yet. Chairman Patterson stated nothing has been sent to us. A letter to be sent to the attorney reminding him that we need the review on this matter Further Review of "Application for Franchise Authority to Consent to Assignment or Transfer of Control of Cable Television Franchise - Nothing to report.
