MINUTES OF MEETING HELD MONDAY, DULY 7, 1997
The meeting was called to order at 7:05PM by Chairman Pat Patterson. Committee
members present were Don Pionek and Mark Slocomb. Also present were Aldermen
Salentine and Sanders, Building Inspector Chuck Dykstra, Public Works Director John
Loughney, and Police Chief Johnson.
Don Pionek moved and Mark Slocomb seconded to approve the minutes of the June
meeting. Motion passed, 3-0.
The committee noted that the meeting was posted in compliance with the open meeting
law.
UNFINISHED BUSINESS:
(1) Update of Status of condemnations and citations: Chuck Dykstra submitted a report
to the committee which was reviewed and placed on file.
(2) Update on existing forms and ordinances: Chuck Dykstra provided the committee a
copy of a revised building permit form which included a "Precautionary Statement" which
• is pursuant to State Statute that was added to the form.
(3) Status of recycling and refuse: John Loughney made a verbal report on recycling and
refuse hauling. Mr. Loughney indicated that in the past month there have been seven
complaints regarding recycling. He also indicated a problem with tire pick-up, particularly
in the southeast comer of the City. BFI feels that local residents are placing tires at
neighbors homes in order to facilitate the picking up of multiple tires. The committee
discussed the contract with BFI which provides that one tire per home per week will be
picked up. They agreed that the contract should speak for itself and no revisions are
necessary. Several storm damage home pick-ups have had a problem, however, Mr.
Loughney believes that they were being resolved.
(4) Status of Cable TV Alderman Patterson reported to the committee that the cable
contract negotiating committee had its first meeting and is proceeding well. The
committee also discussed the cable operating committee which will be formed as an ad hoc
committee and appointed by the Mayor.
Alderman Pionek made a motion which was seconded by Alderman Slocomb that
recommends to the Mayor the appointment of four citizens, Alex Buechel, Linne
Bruskewitz, Ron Stevens, and Vicky Gussy, one school district representative, one
cable club member, and Alderman Patterson. The motion passed 3 to 0.

• (5) Status of landfill agreements: Alderman Slocomb reported on the several committees
that he is a member of involving landfills. He also stated that the EPI expansion feasibility
report was returned by the DNR to EPI for additional work.
(6) Further review of proposed ordinance amendment Business Registration: Chuck
Dykstra presented the committee with the draft of the Business Registration Ordinance.
He explained the ordinance to the committee and also indicated that a business registration
packet will be developed to be handed out to new or relocated businesses within the City
if this ordinance is adapted. Alderman Slocomb discussed with the committee whether or
not all businesses should fall under this ordinance and be inspected upon change of
ownership for basic safety concerns. Chuck Dykstra indicated that the proposed $100.00
fee for making these inspections would probably not cover the cost of doing said
inspections. Alderman Slocomb stated that there are certain things that the City must
absorb and basic safety inspections may be one of those. Chuck Dykstra asked the
committee to look at the twenty-four items of the inspection criteria under 33.07 and
come to some agreement on using these as the determining criteria for the inspection.
Alderman Pionek made a motion, which was seconded by Alderman Slocomb to
request that Chuck Dykstra request an estimate from the City Attorney on his costs
for reviewing this new ordinance and then to send that estimate to the finance
committee for their approval and forward the ordinance to the City Attorney so that
it may be adopted by the Common Council. Motion passed 3 to 0.
• (7) Further review of deadline for trailer permit - Mr. Richard Knutson: Mr. Knutson was
present at the meeting and indicated that he will make the agreed upon date of July 17th to
be out of the trailer and have the trailer disconnected from utilities. Mr. Knutson then
asked permission of the committee to sell the trailer on -site so he would not have to move
it prior to the sale. The committee indicated they lacked jurisdiction since the trailer
ordinance was deleted from the code. The committee discussed who would have
jurisdiction over this matter and determined that the Plan Commission would be the
appropriate committee.
Alderman Slocomb made a motion which was seconded by Alderman Pionek to
recommend to the Plan Commission that they give Mr. Knutson an adequate
amount of time to sell the unoccupied trailer which would be parked on his property
on Hillendale Drive. Motion passed 3 to 0.
NEW BUSINESS:
(1) Review of salvage recycling license renewal - Mr. Jack Glockner: The committee
reviewed a letter from Planning Director Matt Sadowski reference inspection of the
Glockner Salvage operation dated June 30, 1997
• (2) Review request for Stop Signs Kristin Downs: The committee reviewed a memo
received from David Schnittka, Vice -President of Kristin Downs Homeowner's

Association, dated 6/16/97, addressed to Nancy Salentine regarding additional stop signs
on Kristin Drive. The letter indicates what Mr. Schnittka perceives to be a problem
involving traffic that is cutting through from Janesville Road to Pioneer Drive using
Kristin Drive as a short cut to avoid the intersection of Pioneer Drive and Janesville Road.
The request would have placed stop signs on Kristin Drive at Canfield Drive, which is a t-
intersection with Kristin Drive being the through street. Alderman Salentine indicated that
she drives this route on a regular basis and stated that people use this as a short cut to
avoid the intersection particularly during school days when buses are lined up at the
intersection of Pioneer and Janesville. The committee discussed whether this was a good
usage of stop signs to discourage people from using a road to avoid a few extra minutes
waiting for school buses to negotiate the turn on Pioneer Drive. Chief Johnson indicated
to the committee that the City has a policy on establishing stop signs and this does not
meet that criteria and is recommending denial of the request for stop signs at this
intersection. This denial is consistent with numerous other denials of stop sign requests at
various locations for the purposes of reducing speed. The Chief passed out copies of the
policy to Aldermen who did not have copies of the policy and also several articles from
engineering journals regarding the misuse of stop signs.
Alderman Mark Slocomb made a motion which was seconded by Alderman Pionek
to deny the request for the stop signs. The motion passed 3 to 0.
(3) Review proposed amendment to Chapter 11, Garbage and Refuse: Chief Johnson
indicated that a modification of Chapter 11 is needed to provide for the permitting of
semi -trailers that haul garbage within the City.
Alderman Mark Slocomb made a motion which was seconded by Alderman Pionek
to amend Chapter 11.04, Garbage and Refuse as written in the memo from Chief
Johnson. Motion passed 3 to 0..
(4) Review of proposed amendment to Chapter 20, Section 20.12 - Deposit and
Forfeiture: Chief Johnson reviewed with the committee a letter from the Department of
Natural Resources pertaining to our forfeiture schedule and the language we have in our
penalty section being inconsistent with what is permitted by State law. Chief Johnson told
the committee that under Wisconsin Statutes ordinances that are in conformity with State
law need to have the same forfeitures as permitted in State law and that this modification
to Chapter 20 would provide for that.
Alderman Pionek made a motion which was seconded by Alderman Slocomb to
amend Chapter 20, Section 20.12, penalties as written in the memo from Chief
Johnson. The motion passed 3 to 0.
(5) Review requests for "No Parking" signs on Racine Avenue at Red Oak Court: Chief
Johnson explained to the committee that a resident on Red Oak Court had complained
• regarding a dangerous situation at the intersection of Red Oak Court and Racine Avenue.
According to this citizen, that due to the recent opening of Denoon Saloon on Racine

Avenue, customers parking on Racine Avenue south of Red Oak Court block the vision of
40 drivers exiting Red Oak Court to the north onto Racine Avenue. This citizen requests a
"No Parking" sign be placed on Racine Avenue to allow for safe access onto Racine
Avenue. Chief Johnson therefore recommended that the committee request Waukesha
County to place a "No Parking to Corner" sign fifty (50) feet south of the intersection of
Racine Avenue and Red Oak Court on the west side of the street.
Alderman Mark Slocomb made a motion and Alderman Pionek seconded to accept
the Chiefs recommendation of a "No Parking" sign located on Racine Avenue at
Red Oak Court and pass it on to the County. Motion passed 3 to 0.
(6) Review request for "No Parking" signs on Lannon Drive - Alderman Pionek: Mr.
Ernest Howitt of W 172 S7341 Lannon Drive appeared before the committee requesting
help on a situation he has at his residence. Mr. Howitt indicated his concern about the
safety of vehicles striking a handicap van that picks up a person from his resident twice
daily. Mr Howitt indicated that the van is unable to pull off the road completely and must
remain partially on the road to make the pick-up. The committee discussed the issue and
did not think a sign would make this situation any safer. The committee did however ask
John Loughney to review the area in front of Mr. Howitt's residence with WEPCO and
whether or not a pole that is present on the right-of-way could be moved which would
enable the van to move off the road completely when making the pick-up. The committee
also asked Mr. Loughney to check on the tree that may need to be trimmed adjacent to
Mr. Howitt's property which would also enable better access for the handicap van.
There were no other communications or other business. The meeting was adjourn at 9:20
PM upon a motion made by Alderman Slocomb and seconded by Alderman Pionek.
Motion carried 3-0.
