PSCM19970203• PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, FEBRUARY 3, 1997 The meeting was called to order at 7:00 p.m. by Chairman Patterson. Also present were Committee members Pionek and Rasmussen, Mayor DeAngelis, Public Works Superintendent John Loughney, Building Inspector Chuck Dykstra, Cable Club representatives Jeff Jones and Earl Duewel, School District representative Carol Apuli, and resident Richard Knudsen. The Committee noted that the meeting was posted in accordance with the Open Meeting Law. Building Inspector Dykstra updated the Committee on the status of condemnations/citations. Building Inspector Dykstra reviewed proposed changes to Electrical Code. Requirement of State certification when contractors allow local certification to expire was discussed. Ald. Pionek moved to approve amended Electrical Code. Seconded by Ald. Rasmussen. No vote was taken. The Committee moved to defer until March meeting. No vote was taken. Supt. Loughney updated the Committee on the status of • recycling/refuse pickup. Complaints have been minimal. The Committee discussed status of Cable TV with representative of the Muskego-Norway School District. Ald. Patterson explained that current cable agreement expires in 1998, but the City is interested in beginning process of discussing items that should be addressed in new agreement. Ms. Apuli expressed a desire to obtain many additional services for the School system to allow expansion of cable opportunities for the students. Possibility of third channel, and its intended purpose, was discussed. Cable Club involvement with School District and students was discussed at length. The Mayor discussed the possibility of having the Cable Club be represented by a free-standing board, with funding for the Club being an important issue. Ald. Pionek suggested a Committee be formed to discuss issue. The Mayor updated the Committee on the status of landfill agreements. Report from Emerald Park has been received. The Mayor noted that nothing new has been received regarding PRP status - East Troy Landfill. Jeff Jones, a representative of Cable Club, discussed policies and rules of the Cable Club with the Committee. 40 The Committee discussed proposed amendment for personal signage. • PUBLIC SERVICES COMMITTEE - PAGE 2 FEBRUARY 3, 1997 Ald. Pionek stated he felt that present Ordinances adequately address concerns expressed by the Committee. The Committee moved to table. No vote was taken. The Committee discussed at length proposed amendments to Fireworks Ordinance. Ald. Patterson explained two classes of fireworks. Age requirement of person igniting fireworks, as well as who is authorized to ignite fireworks vs. who is issued permit was discussed. Further research is required. The Committee moved to defer. No vote was taken. The Committee discussed proposed amendments to Trailer Ordinance. Ald. Pionek questioned verbiage in Ordinance as it is written relating to modular manufactured homes. Building Inspector Dykstra suggested that reference to Section 12.10 and Section 12.10 be removed should the Committee desire to disallow habitation of temporary trailers for residential purposes. Mr. Knudsen spoke in favor of temporary habitation of trailers. Ald. Pionek moved to direct Planning Director Sadowski draft language to disallow temporary habitation of trailers for residential purposes. Seconded by Ald. Patterson, motion carried 3-0. The Committee reviewed temporary trailer permit renewal with Richard Knudsen. Mr. Knudsen updated the Committee on the status of his home construction, with his anticipating the issuance of his occupancy permit by May, 1997. Building Inspector Dydstra questioned if trailer will need to be moved from site before Occupancy Certificate is granted. Ald. Rasmussen moved to extend permit to July 17, 1997, with trailer to be removed from premises by that date. Seconded by Ald. Pionek, motion carried 3-0. Ald.
