PSCM19961104• PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, NOVEMBER 4, 1996 The meeting was called to order at 7:05 p.m. by Chairman Patterson. Also present were Committee members Pionek and Rasmussen, Ald. Suhr, Ald. Salentine, Chief Johnson, Public Works Superintendent Loughney, and those per the attached list. The Committee noted that the meeting was posted in accordance with the Open Meeting Law. The Committee approved minutes of previous meeting. There was nothing to report on status of condemnations/citations or existing forms and ordinances. Supt. Loughney reported that recycling/refuse complaints have been minimal. There was nothing new to report on the status of the landfill agreements. The Committee reviewed Fireworks Permit Ordinance. Ald. Rasmussen explained past policy of allowing the issuance of • fireworks permits for a seven day period around the July 4th holiday. Ald. Rasmussen reviewed letter received from Atty. Molter regarding the liability issue. Resident expressed his desire to limit the issuance of a permit to one day and the bond requirement be increased to $500,000.00. A resident questioned y how issuance of permits will solve the problem of firing fireworks, when most residents do not realize a permit is required. Chief stated that the Police Department could be more responsive to complaints regarding fireworks if their use was limited to one day. Several residents expressed their opinions as to limiting the sale and firing of fireworks, and irresponsible use of same. Ald. Rasmussen shared the results of his survey relative to fireworks. Ald. Pionek suggested displaying permit in the window of the home of resident who was issued a permit. Ald. Rasmussen moved to require proof of liability insurance in an amount of $1,000,000.00. Seconded by Ald. Pionek. Committee moved to defer liability insurance issue to research further. Ald. Rasmussen moved to have fireworks permit displayed in window of home of permit holder. Seconded by Ald. Pionek, motion carried 3-0. Ald. Patterson moved to require individuals under 18 years of age be supervised by an adult when firing fireworks. Seconded by Ald. Pionek, motion carried 3-0. Request to discuss vacation of City alley/parking sign issue • near Muskego Liquor was withdrawn at the request of Ald. Salentine. • PUBLIC SERVICES COMMITTEE - PAGE 2 NOVEMBER 4, 1996 The Committee discussed undesirable weed list and directed that list be presented to the Common Council as a resolution. The Committee reviewed airing schedule for school referendum with representatives of Cable Club and the School Board. Representatives felt airing times they were given for past referendum video were restrictive. They felt opposition tape was given preferential airing time. Scheduling problems and procedure for assigning airing times were discussed at length. Suggestion of having written procedures related to air times, scheduling, etc. was made. The Committee discussed proposed revision to Abandoned Vehicle Ordinance (Chapter 7) with Chief Johnson regarding citations that are issued for vehicles that appear to be abandoned on City streets, and timeliness of action that Police Department may take due to language that exits in present Ordinance. The Chief is requesting a change in the language in the Ordinance to allow vehicles to be removed to impound lot until matter is resolved. Ald. Rasmussen moved to amend Ordinance as suggested by Chief Johnson, upon review of City Attorney. Seconded by Ald. Pionek, motion carried 3-0. • The Committee discussed at length airing of commercial advertising on Public Access Channel with Cable Club representatives. Guidelines were discussed as well as responsibility for making decisions as to airing. Matter to be further discussed at December meeting. Discussion of proposed amendment for personal signage was deferred to December meeting due to lack of information. The Committee felt that issue may be addressed in recently adopted Sign Ordinance. Ald. Rasmussen moved to adjourn at 10:35 p.m. Seconded by Ald.
