PSCM19960624PUBLIC SERVICES COMMITTEE - CITY OF MUSKEGO MINUTES OF MEETING HELD MONDAY, JUNE 24, 1996 The meeting was called to order at 7:05 p.m. by Chairman Patterson. Also present were Committee members Pionek and Rasmussen, Building Inspector Dykstra, Police Chief Johnson, Public Works Superintendent Loughney. Also present were Bev Greenberg and Gary Olson from Warner Cable. The Committee noted that the meeting was posted in accordance with the Open Meeting Law. Building Inspector Dykstra presented report of citations, as attached. Committee asked for Department of Public Works assistance in knocking down a barn at S63 W16019 College Avenue, which is partially collapsed. Supt. Loughney will review situation and advise. Committee discussed issuance of a citation to the Esther Shong Estate at S63 W16019 College Avenue. Ald. Rasmussen questioned abandonment of well at this residence. Ald. Rasmussen moved to have Building Inspector Dykstra investigate the issuance of a citation to the Esther Shong Estate at S63 W16019 College Avenue, and as an alternative have the Public Works Department tear down the barn with costs • incurred to be billed to the property owner. Seconded by Ald. Pionek, motion carried 3-0. Building Inspector Dykstra discussed new forms to be used by his department. Committee directed that Joe Sommers be questioned as to what types of services are available to monitor the amount of usage ordinances or other types of documents are receiving. Supt. Loughney reported that an updated listing of complaints received directly by BFI will be available tomorrow. Supt. Loughney stated he felt BFI was not tagging unacceptable items as they should. Chairman Patterson questioned why there is a size requirement for cardboard. Ald. Rasmussen questioned how to dispose of wet cardboard due to flooding, and suggested that options be available for disposal. Chairman Patterson directed that the State be contacted to determine if a waiver may be available for the disposal of cardboard in the case of a natural disaster. Ald. Pionek questioned when BFI quarterly newsletter will be mailed. Chairman Patterson directed that BFI be contacted to suggest a sign be erected at the yard waste drop off site directing residents to the proper area for drop off. The Committee discussed Warner Cable drops which have not been buried with Bev Greenberg and Gary Olson. Ms. Greenberg stated that unburied cables will be buried within the next 30 days. She updated the Committee on Muskego's customer base and new • cable technology. She explained the educational aspect of Warner Cable. Ald. Rasmussen questioned what additional channels are available. Mr. Olson responded to Chairman Patterson's question regarding whether new technology would require a separate controller. Ald. Pionek questioned timeframe for fiber optics. Ms. Greenberg responded within five years. Chairman Patterson questioned the possibility of providing broadcasting capabilities to the schools as soon as possible. Chairman Patterson suggested greater support by Warner Cable as far as cable broadcasting ie., free studio, mobile van, etc. Ald. Pionek questioned where fee money is used. Chairman Patterson responded that franchise fees are deposited into City coffers and money is expended thru the budget process. Mr. Claude Fleury, S78 W18287 Lions Park Drive, expressed dissatisfaction with unburied cable at his property. Mr. Olson stated he will take care of situation tomorrow. Committee reviewed status of landfill agreements. Committee took no action. Committee reviewed Humane Animal Welfare Society Agreement. • Ald. Pionek questioned HAWS policy for apprehending a stray animal. Supt. Loughney directed to contact HAWS for clarification of stray dog apprehension policy. Ald. Rasmussen moved for approval of HAWS Agreement. Seconded by Ald. Pionek, motion carried 3-0. Request for "No Parking" sign at end of Garnet Drive was removed from the agenda. Police Chief Johnson explained that the firing range is presently located on Hillendale Drive, and Police Department is interested in updating facility. Use of this facility may be coming to an end. Chief Johnson is looking at siting of a new range, possibly at Emerald Park. Chairman Patterson questioned height of existing berms at Hillendale range. Ald. Rasmussen expressed need to keep residents in area informed as to what is being planned. Committee reviewed refuse/recycling needs for Muskego Regency. Ald. Rasmussen moved to continue the policy for Muskego Regency as adopted for Tudor Oaks for refuse/recycling needs.' Seconded by Ald. Pionek, motion carried 3-0. Committee reviewed Salvage & Recycling Permit for Kohne Salvage and Jack Glockner. Ald. Pionek recommended approval of application for Salvage & Recycling Permit for Kohne Salvage. • Seconded by Ald. Parties have stipulated to consolidate these two cases and one Plan Dept. • case into one court. March 5, 1996, trial postponed due to other unresolved trials with Mr. Kriel, new date for jury trial December 17th. Judge stayed $10,172.12 balance. City appealing Judge's ability to stay forfeiture. DNR permit approved, local permit issued February 29, 1996. Forfeiture issue not yet resolved by Court. Judge Murphy (Circuit Court) sent matter back to Judge Lenz; Judge Murphy ruled case not yet ripe for appeal. City Attorney in process of obtainin_ file from Judqe Murphy. Initial appearance at Mukwonago d not resolve issue. Permit applied for and annroved for issuance. To date has not paid for . Richard Bolts, DOT, advised razing to be accomplished June, 1997.
