PUM20060814approved • CITY OF MUSKEGO PUBLIC UTILITIES COMMITTEE MEETING Minutes of Meeting Held Monday August 14, 2006 Chairman Eileen Madden called the meeting to order at 7:05 p.m. Also present were Alderman Neil Borgman, Ald. Tracy Snead (7:10 PM), Engineering/Building Inspection Director Sean McMullen and Public Utilities Superintendent Scott Kloskowski. It was noted that the meeting was posted in accordance with the Open Meeting Law. Those present recited the Pledge of Allegiance. Approval of minutes of Public Utilities meeting held June 26, 2006. — Aid. Borgman moved to approve the minutes of June 26, 2006. Seconded by Aid. Madden. Motion carried 2-0. Status of Projects • Janesville Road Box Culvert — 60% of the sewer and 40% of the water is completed. • • Stoneridge Ground Water Remediation - Test results from Well 7 have come back, there were no detects in the water samples. • Well #9 — Durham Drive — Well 9 is finished and will be closed out • Well #13 - Well 13 will be test pumped tomorrow. Test that have already been done show a good well. • Water Facilities Plan — nothing new to report • Lake Lore/ Tudor Oaks Acquisition of Water System — Water main is 50 % completed. • Future well site — Belle Chasse — nothing new to report. SEWER UNFINISHED BUSINESS Status of forced connection — Martin Drive — Director McMullen reported a letter was sent to the property owner informing them of tonight's meeting and the possibility of proceeding with a forced hookup. The property owner has not contacted staff. Director McMullen suggested deferring this item so he may invite the property owner's mother, who is handling this matter, to the next meeting. Determination of sewer service for Crystal Lake Subdivision — The Town of Norway has deferred this item. Director McMullen will attend the next meeting. 0 SEWER NEW BUSINESS Public Utilities Committee Meeting — August 14, 2006 Page 2 Review MMSD and Town of Norway Quarterly Invoices — The Committee reviewed the quarterly billing. There were no questions or concerns. Review sewer connection for Premier Limo 2193.125 — Director McMullen explained a business is being run out of the building next to the day care. The building does not have sanitary sewer and was required to connect to sewer by June 30, 2006. Currently the property has not connected. The property owner has contacted the City stating he is now occupying the building that had been previously used for a day care, which is connected to the sewer system. Director McMullen will have a building inspector do an inspection on the property to determine which building the business is being operated from. Approval of sanitary sewer plans for McIntyre CSM — The Committee reviewed the sewer plans for the McIntyre CSM. Director McMullen stated that the force main will be directionally bored to the manhole to minimize any disturbances. Aid. Borgman moved to approve the sanitary sewer plans for McIntyre CSM. Seconded by Aid. Snead. Motion carried 3-0. WATER UNFINISHED Determination of water service for Crystal Lake Subdivision — Aid. Borgman moved to defer. Seconded by Aid. Snead. Motion carried 3-0. Discuss boosted pressure zone in northwest corridor — Director McMullen • explained the total cost of the project to install water main will be $435,000. Based on 34 parcels the front assessment cost, minus the over -sizing, will be $55.00/foot. The average assessment to each parcel will be approximately $10,700. Staff will send out a form letter to each property owner affected by this project notifying them of an informational meeting being held prior to the September Utilities meeting. WATER NEW BUSINESS Discuss possible water conservation program — Superintendent Kloskowski explained a concerned resident sent the Mayor an email requesting the Committee look into a water conservation program. Superintendent Kloskowski recommended waiting until the State mandate a policy, which the City will then follow. Recommendation for award of bid for the Lake Lore/Tudor Oaks Well House Demolition Proiect - Director McMullen explained as part of the Lake Lore Tudor Oaks water main project the well house needed to be razed. The low bidder was The Azarian Company at $11, 451.00. Aid. Borgman moved to recommend approval of awarding the bid to the Azarian Company for $11,451.00. Seconded by Aid. Snead.
