PUBLIC UTILITIES COMMITTEE MEETING
Minutes of Meeting Held Monday April 17, 2006
Chairman Eric Schroeder called the meeting to order at 7:13 p.m. Also present
were Alderman Eileen Madden, City Administrator Jennifer Sheiffer,
Engineering/Building Inspection Director Sean MCMullen and Public Utilities
Superintendent Scott Kloskowski.
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
Those present recited the Pledge of Allegiance.
Approval of minutes of Public Utilities meeting held March 20, 2006 — Aid.
Madden moved to approve the minutes of March 20, 2006. Seconded by
Aid. Schroeder. Motion carried 2-0.
Personal Appearance — MMSD 2020 Facilities Plan — Bill Graffen and Mike
Martin, representative from Milwaukee Metropolitan Sewerage District, presented
alternatives for MMSD's 2020 Facilities Plan. Mr. Graffen and Mr. Martin
discussed the alternatives for eliminating sewage overflows and the costs
associated with each alternative. By the end of 2006 a final plan will be
developed and will be presented to the public through another round of public
meetings in early 2007.
Status of Projects
• Janesville Road Box Culvert — the advertisement for bids will be in the
paper this Thursday. Bid opening will be May 2nd. Waukesha County will
be bid their portion of the project May 14th.
• Stoneridge Ground Water Remediation — Well 7 was test pumped and
there is no apparent interconnection to the test wells around the landfill.
These results are preliminary.
• Well #9 — Durham Drive — Pump results were sent out. The well pumped
585-610 gallon/minute. The pumping did not appear to affect any private
wells.
• Well #13 — discussed later on the agenda.
• Water Facilities Plan — Ruekert-Mielke will be putting the final numbers
together and have a draft copy by June. Committee will review the water
and sewer plans together.
• Lake Lore/ Tudor Oaks Acquisition of Water System — City Attorney is
working on an agreement and should be ready for Council the first week in
May.

• Future well site — Belle Chasse — Well 14 is located in the outlot on
Meinerz property. After the preliminary plat is approved the acquisition of
the property can begin.
SEWER UNFINISHED BUSINESS
Status of forced connection — Martin Drive — Director McMullen explained the
property owner is attempting to apply for a home equity loan to do the project
himself. The cost of the project will be cheaper for the owner to hire a contractor
than if the City hired one to do the work. Aid. Madden moved to defer.
Seconded by Aid. Schroeder. Motion carried 2-0.
Determination of sewer service for Crystal Lake Subdivision — Aid. Madden
moved to defer. Seconded by Aid. Schroeder. Motion carried 2-0.
SEWER NEW BUSINESS
Review MMSD and Town of Norway Quarterly Billing — The Committee reviewed
MMSD's quarterly billing only. Town of Norway has not been received yet. Aid.
Madden moved to approve. Seconded by Aid. Schroeder. Motion carried
2-0.
WATER UNFINISHED
Establish policy on how to deal with private wells that are affected by municipal
wells — Staff will be meeting with the City Attorney and Steve Schultz, Ruekert-
Mielke, to discuss concerns the City Attorney has with the policy. Aid. Madden
moved to recommend approval contingent on the City Attorney's review.
Seconded by Aid. Schroeder. Motion carried 2-0.
Status of bills from residents claiming damage to their private wells (Well #9, 10,
11) — Director McMullen explained he has not received any new information from
the property owners with remaining claims. Aid. Madden moved to deny any
outstanding claims. Seconded by Aid. Schroeder. Motion carried 2-0.
Determination of water service for Crystal Lake Subdivlision — Aid. Madden
moved to defer. Seconded by Aid. Schroeder. Motion carried 2-0.
WATER NEW BUSINESS
Review of McShane water main assessment roll & possible additional homes to
roll— Director McMullen explained several property owners are requesting to be
added to the roll on a five-year payment plan. The residents must agree to sign
a waiver of public hearing prior to any work being done as part of the project.
Aid. Madden moved to accept the McShane water main assessment roll and
allow additional homes to be added to the roll. Seconded by Aid.
Schroeder. Motion carried 2-0.

Review McShane water main public hearing comments — Director McMullen
stated there was one gentleman who spoke in favor of the project. There were
no other questions or comments.
Discuss boosted pressure zone in northwest corridor — Ald. Borgman was
present to discuss the water pressure to the residents of Lakewood Meadows.
Aid. Borgman explained a practice burn took place on Ruby Drive and that a few
residents of Lakewood Meadows, along Bluegrass Drive, did not have water
pressure on the second floor at this time. Superintendent Kloskowski explained
too many trucks were filled at one time. In the future if there is an emergency fire
they will not connect more than one truck at a time. Director McMullen stated
Lakewood Meadows and Kenwood Estates meet the DNR fire flow requirements
and a flow test was done prior to the acquisition of the system. Aid. Schroeder
requested a letter be sent to both fire departments with a map explaining this
subdivision meets the fire flows with one pumper truck, the rest would need to be
transported until the City can boost the flows. Director McMullen reviewed with
the Committee the letter from Steve Schultz, Ruekert-Mielke, listing the options
and costs to boost the water in this area. Superintendent Kloskowski suggested
filling the reservoir at Well 112 and using only in an emergency. The Committee
deferred until the next meeting.
Water main recapture amendment for Big Muskego Estates — Director McMullen
explained any amendments to the Big Muskego Estates recapture roll must be
reviewed and approved by the Public Utilities Committee and Council. Eric and
Adam Rusdahl have an approved 3 lot CSM southeast of Hi View and Durham.
They have sold 2 of the 3 lots and are requesting an amendment to the Big
Muskego Estates water main recapture roll. Director McMullen noted these
properties are in the Well 9 potential zone of impact (P;ZI). The developer will
send a letter agreeing to the addition. Aid. Madden moved to approve.
Seconded by Aid. Schroeder. Motion carried 2-0.
Award of bid for Well 13 —Director McMullen informed the Committee Sam's Well
Drilling was the apparent low bidder at $114,010. Director McMullen has
reviewed the prequalification forms and feels they are more than adequate. Staff
is recommending awarding the bid to Sam's Well Drilling. Ald. Madden moved
to award the bid for Well 13 to Sam's Well Drilling for $114,010. Seconded
by Aid. Schroeder. Motion carried 2-0.
Review quotes for painting of pressure tank Well 2 — Superintendent Kloskowski
explained the tank for Well 2 was inspected last year. 'The recommendation was
to have areas welded and recoated inside and recoated outside. Quotes were
received for the tank repairs and repainting for Well 2. Lane Tank was the low
bidder for $14,975. Ald. Madden moved to approve the quote from Lane
Tank for $14,975. Seconded by Ald. Schroeder. Motion carried 2-0.
