PUBLIC UTILITIES COMMITTEE MEETING
Minutes of Meeting Held Monday October 24, 2005
Chairman Eric Schroeder called the meeting to order at 7:05 p.m. Also present
were Committee members Pat Patterson, Eileen Madden, Utilities
Superintendent Scott Kloskowski, Engineering Building Inspection Director Sean
McMullen, City Administrator Jennifer Scheiffer, Finance Director Sharon
Mueller, Ruekert-Mielke Representatives Steve Schultz and Dr. John Jansen and
those per the attached list.
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
Those present recited the Pledge of Allegiance.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Aid. Patterson moved to approve the minutes of September 19, 2005.
Seconded by Aid. Madden. Motion carried 3-0.
iPersonal Appearance: Interim Finance Director — Review of 2006 proposed
Sewer and Water Budgets - Sharon Mueller reviewed with the Committee the
2006 water budget. Mrs. Mueller noted the rates will stay the same this year and
a rate case will begin in the 2006 for 2007. Aid. Patterson moved to
recommend approval of the 2006 Water Budget. Seconded by Aid. Madden.
Motion carried 3-0.
The Committee reviewed the 2006 Sewer Budget. The Committee questioned
the item of contracted services. Mrs. Mueller will look into this item. The
Committee discussed the different rate options. Aid. Patterson moved to
recommend approval of a 15% increase to the 2006 sewer rates. Seconded
by Aid. Madden. Motion carried 2-1 with Aid. Schroeder voting no.

• Stoneridge ground water remediation — no discussion.
• Lakewood Meadows/Acquisition — Superintendent Kloskowski
reported meters have been installed. This item should be removed
from future agendas.

Annual review of sewer usage charges — hardship status for 2005- no discussion
• Annual 3rd quarter billing from MMSD/Town of Norway — The Committee
reviewed the invoices. Aid. Patterson moved to approve the 3`d quarter
billing from MMSD and Town of Norway. Seconded by Aid. Madden.
Motion carried 3-0.
Determination of utility connection for Premier Limo — Director McMullen
explained a business is being run out of the building next to the day care on
Janesville Road. The building does not have sanitary sewer service. Plan
Commission sent this item to utilities for determination of sewer service. Director
McMullen noted if the parcel were combined with the parcel the day care is on,
they would not have to connect to sanitary sewer. Aid. Patterson moved to
require the building be connected to sanitary sewer by June 30, 2006, if
they continue to run a business from this parcel. Seconded by Aid.
Schroeder. Motion carried 3-0.
WATER UNFINISHED BUSINESS —
Further discussion on Booster Station for Hillendale Drive Watermain — no
discussion
Status of 17th Amendment to WCA District (Racine/Hillendale) — no discussion
• Status of acquisition of Lake Lore (Tudor Oaks) Water Trust - Director McMullen
explained the membership voted on the 19th. Of the 38 members present, 37
voted for connecting to the City of Muskego's water system and one voted

• against. The project will be reimbursed by the Tudor Oaks/Lake Lore Water
Trust. Approximately $400,000 will be fronted by the City and assessed back to
the water trust. The City will pay approximately $100,000 for over -sizing. Aid.
Patterson moved to authorize the consultants to design and bid the project.
Seconded by Aid. Madden. Motion carried 3-0.
Status of possible connection to municipal water for Pioneer Court —
Superintendent Kloskowski reported the Pioneer Center has withdrawn their
request to connect to municipal water.
Establish policy on how to deal with private wells that are affected by municipal
wells — Dr. Jansen reviewed with the Committee and those present the draft
policy for private wells affected by municipal wells. Dr. Jansen explained there
has to be a defined potential zone of impact (PZI) which will be different for each
well. Homeowners will be asked to complete a form furnishing information on the
construction of their wells. The text for the policy should be general for the entire
City with an attachment for the individual wells. Dr. Jansen recommended
including a termination date for the policy of each well. Dr. Jansen suggested a
period of five years unless during the last year the wells are pumped more, then
the City may want to extend the policy another year. Superintendent Kloskowski
questioned having guidelines for wells that may have continual problems whether
to have them hook-up to the City's systems or drill a new well. The Committee
• will review the policy for next month's meeting. Aid. Madden moved to defer to
the next meeting. Seconded by Aid. Patterson. Motion carried 3-0.

11) Dr. Jansen reviewed with the Committee and those present the reports and
information collected to determine the affects on private wells.

Ald. Schroeder opened the meeting to the audience.
Don Miller, W126 S9349 North Cape — Does not agree with pro -rating the
reimbursement based on the age of the well pump. Mr. Miller stated if the well
were new it would still have run dry.
Liz Lescher, W 152 S9901 Thode Dr. — If another well is affecting her well it did
not begin affecting her well until the City started pumping millions of gallons
every day. Mrs. Lesher feels it is a combination of another well and the City's will
causing her well problems.
Judy Laessig, W125 S9331 North Cape — Stated she was affected by Well 10
and is glad there is a policy for those affected. Would like to see the matter
cleared up so the well contractor can be paid. Ms. Laessig stated her well is
clean and deep.

• David Lescher, W 152 S9901 Thode Dr — Feels the report does show his well
being affected by the changes in slope towards the middle and then again at the
end.
Sue Rutkowski, S94 W12702 Ryan — Suggested putting on a water restriction
during a draught. Superintendent Kloskowski explained a voluntary restriction
was put on in August and September for the municipal system, private systems
cannot be regulated by the City.
Burt Duff, S81 W12895 Hi View — Stated he has a monitoring device in his well.
The levels have come up. He was on vacation and came home to a dry well.
The neighbor 200 feet away was affected and the neighbor 200 ft south was
affected. He did not burn out his pump because it was turned off. The levels
came back within 4 days.
Evert Ison, S94 W 13628 Ryan Rd —Stated the well contractor had to drill through
rock. Mr. Ison will submit those records to the City.
Ald. Schroeder closed the floor at 8:46PM.
Ald. Schroeder requested staff contact the people that may be affected by Well
• 10 for records of their wells. Director McMullen will send letters.
Dr. Jansen will look into the time frame of Mr. Duff's claim.

The Committee directed Dr. Jansen to remove the monitors in private wells
except for Mr. Duffs.
Aid. Schroeder adjourned for a five-minute break at 9:10 PM.
Aid. Schroeder reconvened the meeting at 9:15 PM.
18 Determine meeting dates for November/December meeting dates — The
Committee discussed possible meeting dates for November. The November
meeting will be Monday November 14, 2005, in the Muskego Room.
WATER NEW BUSINESS -
Janesville Road water service — TID 9 — Director McMullen explained the Bass's
have withdrawn their request for a lateral. They will be combining the two
parcels, which are east of Tess Corners Elementary School. The other request
is for Janesville Road and Woodland. The County was not sure whether the
parcels would not be buildable so they did not request them during the
reconstruction project. Aid. Patterson moved to deny the request for the City
to pay for the water lateral on Janesville and Woodland. Seconded by Aid.
Madden. Motion carried 3-0.
