PUM20050516approved CITY OF MUSKEGO PUBLIC UTILITIES COMMITTEE MEETING Minutes of Meeting Held Monday May 16, 2005 Chairman Eric Schroeder called the meeting to order at 7:02 p.m. Also present were Committee members Pat Patterson, Eileen Madden, Utilities Superintendent Scott Kloskowski and Engineering/Building Inspection Director Sean McMullen. It was noted that the meeting was posted in accordance with the Open Meeting Law. Those present recited the Pledge of Allegiance. APPROVAL OF MINUTES OF PREVIOUS MEETING Aid. Patterson moved to approve minutes of April 18, 2005. Seconded by Aid. Madden. Aid. Patterson moved to remove water unfinished business, determination • of water service for Valley View Estates and send back to the Public Utilities Committee. Aid. Madden seconded. Motion carried 3-0. Aid. Patterson moved to approve as amended. Seconded by Ald. Madden. Motion carried 3-0. STATUS OF PROJECTS • Lakewood Meadows/Acquisition of Water System - Director McMullen will be meeting with the City Attorney and the Title Company on Wednesday to work out title issues • Well #9 — The contractor was out this afternoon. City should know in a couple weeks if the well is pumping correctly. • Kenwood Estates Water Project — water main is completed. Working on restoration. Subdivision construction work will begin in the next couple weeks. • Woods Road/ Sandy Beach Force Main Relay Project — Pipe work is 85-90% completed. Testing and connecting to lift station by the second week in June. SEWER UNFINISHED BUSINESS Taxing Districts/MMSD/Norway Capital Charges — Ald. Schroeder gave background on MMSD charges and Town of Norway for Ald. Madden. Superintendent Kloskowski clarified for the Committee if this issue goes to a Public Utilities Committee Meeting — May 16, 2005 Page 2 • public hearing it would only be to decide if there will be taxing districts, the fees will not be discussed until budget approval. Director McMullen informed the Committee the deadline has been moved up. Six weeks from today the public hearing will need to be held, the Committee of the Whole will discuss at the June meeting and the Public Utilities will have to make a final decision at the next meeting. Director McMullen suggested holding informational meetings prior to the Committee of the Whole meeting in June. The Committee will hold two public information meetings, one for Town of Norway on June 7th and one for MMSD on June 14th. Director McMullen will call the Sun and Journal Sentinel to submit an article for upcoming events. The information meeting will also be listed on the City Scroll and City website and announced at all City meetings and possibly school boards meetings. Review existing 208 Sewer Area and determination of MMSD 2010 boundary changes — Aid. Patterson moved to defer to next months meeting. Seconded by Aid. Madden. Motion carried 3-0. SEWER NEW BUSINESS — Discuss MMSD Facility Plan — Director McMullen explained, in the past MMSD completed a facility plan for sewer service for each community. MIVISD will only do the SECAP and hydraulic model for pipes that runs though more than one • community. Director McMullen is recommending Ruekert & Mielke, who is already doing a water study for the City, complete a Sewer Facility Plan also. Review request for inclusion in the sewer service area (Ryan Road) 2255.983 &.952 - Arlene Szypulski was present to discuss inclusion in the sewer service area. Director McMullen explained the proposed subdivision is northwest of Champions Village outside of the existing sewer service area. To be included in the sewer service area the 208 sewer service area and the 2010 facility plan would have to be amended, similar to the Heathers Way property. Golf View Estates, who came before the Committee in the past for inclusion in the sewer service area, will come back to the Committee in June. Aid. Schroeder suggested deferring until June after the Committee of the Whole, where the Committee will discuss the 208 sewer area and MMSD 2010 boundary changes. Aid. Patterson moved to defer until the June meeting. Seconded by Aid. Madden. Motion carried 3-0. WATER UNFINISHED BUSINESS Determination of water service for Valley View Estates — Aid. Schroeder explained Marian Meadows may be interested in Valley View Estates connecting to the water system. A meeting will be scheduled between Marian Meadows, developer for Valley View Estates and the City to discuss a study being • completed to connect the two subdivisions. Director McMullen will schedule the meeting. Aid. Madden moved to defer. Seconded by Aid. Patterson. Motion carried 3-0. Public Utilities Committee Meeting — May 16, 2005 Page 3 • Discuss Booster Station for Hillendale Drive Watermain — Aid. Schroeder gave background on this item for Aid. Madden. Director McMullen explained letters went out to the residents with a survey on the interest of connecting to municipal water. 200 letters are expected back yet. Aid. Schroeder would like the responses broken down by residents in the boosted zone. Aid. Madden moved to defer. Seconded by Aid. Patterson. Motion carried 3-0. Discuss Lake Lore (Tudor Oaks) Water Trust - Director McMullen informed the Committee he received a letter from the Public Service Commission responding to the City's request for information on who makes the final decision of which water supply the Lake Lore Water Trust connect to, City of Muskego or City of Franklin. The PSC explains, the Public Utilities would have to recommend to Council the approval of Lake Lore Water Trust connecting to Franklin and then entering an intermunicipal agreement between Muskego and Franklin and the City of Oak Creek to supply the water. The City of Muskego would own the system unless the City of Franklin agreed to take the system over. This would also need approval from the Great Lakes Governors for taking Lake Michigan water outside of Milwaukee County. WATER NEW BUSINESS - none. • SUBDIVIDER'S EXHIBITS Forest Glen Sewer & Water Plans — The subdivision is proposing an 8" water main off of the 16" water main in Janesville Road. The system would service the Rasmussen property and the Basse property. The plans meet all the City specifications. Aid. Patterson moved to approve. Seconded by Aid. Madden. Motion carried 3-0. REVIEW OF DEFERRED ASSESSMENTS/SEWER & WATER - None ACCEPTANCE OF IMPROVEMENTS — None COMMUICATIONS AND ANY OTHER BUSINESS AS AUTHORIZED BY LAW — None ADJOURNMENT — Aid.
