PUBLIC UTILITIES COMMITTEE MEETING
Minutes of Meeting Held Monday September 27, 2004
Chairman Schroeder called the meeting to order at 6:35 p.m. Also present was
Committee members Aid. Pat Patterson, Aid. Bob Melcher, Utilities
Superintendent Scott Kloskowski, Engineering/Building Inspection Director Sean
McMullen and Ruekert & Mielke representative Steve Schultz.
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
Those present recited the Pledge of Allegiance.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Aid. Melcher moved to approve minutes of August 23, 2004. Seconded by
Aid. Patterson, motion carried 3-0.
STATUS OF PROJECTS
• Steve Schultz updated the committee on the attached status of on -going projects
as follows:
• Janesville Road Box Culvert — County has delayed project until
2005.
Well Exploration Project— Sites were identified on the Peterson
property and Quietwood East Phase II. After doing test borings and
test pumping the Quietwood site is potentially a high capacity sand
and gravel well site. Reccomending purchase of lot 45 in
Quietwood East Phase II for a future well. The site on the
Peterson property may have issues with the setbacks from the
McShane storage facility.
• Stoneridge Ground Water Remediation — Nothing new to report.
• Lakewood Meadows/Acquisition of Water System — The
Association has issues with deed restrictions they need to resolve.
• Champions Village Acquisition/Well Head Protection District — The
City is closing on the water system Wednesday.
• • Southeast Water Main Extension — Waiting for results from the
safe water samples.

• Proposed Development — Valley Sand and Gravel — The New
Berlin CDA has extended their deadline to October. If the water
extension goes through with the developers of Kenwood, the City of
New Berlin may need to re -do their numbers.
Well #9 — Durham Drive — The wells drillers installed new screen
after the first screen pulled away. They are currently having
problems developing the well. The test pump indicates they are 40-
45% efficient. They need to be 80% efficient. The contractor will
try one more mechanical stimulation on Wednesday, but are not
confident it will work. If it does not work the contractor may need to
start over at a new location. They have only been paid for the test
well and moving onto the site.
SEWER UNFINISHED BUSINESS
Status of claims from West Lake, Lake Lore and Lake Brittany — A final letter was
sent out to the Lake Association with a deadline to review the open records. If
they do not come in before the deadline the files will be returned.
• Continued discussion of sewer service for Heather's Way — Chairman Schroeder
removed this item, prior to the meeting, at the written request of the developer,
Gayle Schmitt.
SEWER NEW BUSINESS —
WATER UNFINISHED BUSINESS
Status of negotiations with Kenwood Estates for water service — Wayne
Salentine, Reno Berg and Ken Laschen were present to discuss water service to
Kenwood Estates. Mr. Salentine explained he attempted to contact Lakewood
Meadows, but did not get a response of interest. Director McMullen explained
the developer is interested in extending municipal water to the Kenwood Estates
subdivision. The project will be similar to Towne Realty's watermain extension
for Candlewood Creek. The developer did not install the laterals to the
properties. The City pays for the oversizing from an 8" to a 16" main. The
developer was given the attached cost estimates for extending the water service
from Lakewood and Racine to the northwest property line of Kenwood Estates as
phase 1. Phase 2 is the City interconnecting to Lakewood Meadows subdivision
within the next 3-5 years per the DNR condition. Superintendent Kloskowski
recommended the City contact the property owners along the proposed
watermain extension to see if they are interested in paying for a lateral to be

installed during the project. Once a property owner connects they would pay the
WCA charges. The developer will be responsible for all charges incurred for

• staff, attorney and consultant time. The developer will have the option after the
price comes in from the contractor to back out of the project if they decide the
cost is too high. Aid. Patterson moved to direct the Developer to move
ahead with the watermain extension. Seconded by Aid. Melcher. Motion
carried 3-0. Director McMullen also explained the developer has requested the
City design the plans for the watermain. Aid. Patterson moved to approve the
City designing the watermain plans. Aid. Melcher seconded. Motion
carried 3-0.
WATER NEW BUSINESS
Review public hearing minutes from WCA Public Hearing of 9/14/2004 — Aid.
Patterson moved to accept the minutes of the Common Council Public Hearing
September 14, 2004. Aid. Melcher seconded. Motion carried 3-0.
Discuss acquiring new well site — Aid. Patterson moved to direct staff to negotiate
land purchase with the developer of Quietwood East phase II. Aid. Melcher
seconded. Motion carried 3-0.
REVIEW PRELIMINARY SEWER AND WATER BUDGETS
Finance Director update on projected sewer rates - Finance Director Dawn
• Gunderson was present to discuss with the Committee the projected sewer rates.
Final budget will be at the October meeting and will be approved in November.
MMSD capital charges are being doubled for 2005. This will have a major impact
on sewer utility and rates. Ms. Gunderson noted MMSD gives credits for projects
not in the Root River watershed and do not benefit the City of Muskego. Credits
were given to Muskego for the Menomonee River Watershed project. The
project never went through so they are rebilling for the past credits.
Superintendent Kloskowski stated the rates could also go up pending the
outcome with the lawsuit from the DNR for the sewer dumping.
Ms. Gunderson explained it is not feasible to continue on with the current
schedule. It would be better to pay off debt and lower debt service to stay in
good bond rating. The MMSD charge should be passed on to those in the sewer
district as a separate line item on the tax bill and the quarterly bill will be the user
charge. Aid. Schroeder requested to see what the effect will be if the rates were
continued as they are currently being charged, and if there were a utility district.
