PUBLIC UTILITIES COMMITTEE MEETING
Minutes of Meeting Held Monday June 28, 2004
Chairman Schroeder called the meeting to order at 6:44 p.m. Also present were
Committee members Aid Pat Patterson, Aid. Bob Melcher, Utilities
Superintendent Scott Kloskowski, Engineer and Building Inspection Director
Sean McMullen and Ruekert & Mielke representative Steve Schultz.
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
Those present recited the Pledge of Allegiance.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Aid. Patterson moved to approve minutes of May 17, 2004. Seconded by
Aid. Melcher, motion carried 3-0.
STATUS OF PROJECTS
Steve Schultz updated the committee on the attached status of on -going projects
as follows:
• Janesville Road Box Culvert - Delayed till 2005.
• Well Exploration Project - The two primary properties are the
Peterson property and Quietwood East Addn. Test borings were
done on Peterson property and there is one good site. Weather
needs to dry up for testing on the Quietwood East property.
• Stoneridge Ground Water Remediation — EPA received a final
response from the consultant for Stoneridge. An agreement for the
monitoring wells has been signed and sent out. Director McMullen
will get Mr. Schultz a copy. Once the wells are started someone
from Ruekert & Mielke will be out there monitoring them.
Lakewood Meadows/Acquisition of Water System — DNR has
concerns regarding the separation between the well and the landfill
on Hilltop. DNR wants a date for the water main being extended.
The DNR could say once the subdivision is hooked up, the well
may have to be abandoned. If the City takes over the well, the City
also takes over the responsibility if the well becomes contaminated.

• Champions Village Acquisition/Well Head Protection District - PSC
and DNR requests for approval have been sent in. By next meeting
there should be a preliminary indication. Water main will be
installed in the next couple weeks. The city will take the system
over even if the DNR will not let the City use the wells.
• Southeast Water Main Extension — 50% complete with the pipe.
The contractor is ahead of schedule even with all the rain.
• Proposed Development — Valley Sand and Gravel Site — City of
New Berlin will have a recommendation by September. New
Berlin's decision will impact Muskego's sewer and water system.
Ruekert and Mielke will be looking at the impacts to Muskego's
system.
Well #9 — Durham Drive — The permanent well is being installed.
Contractor had problems during installation. The casing pipe
connected to the well screen separated. Ruekert & Mielke is
waiting for a plan from the contractor. The Contractor agreed they
are responsible for the well and they will either fix this well or will
begin the process over and test for another location.
• SEWER UNFINISHED BUSINESS
Status of claims from West Lake, Lake Lore and Lake Brittany — Mrs. Goebl sent
an email to Director McMullen regarding her patio damage, who then forwarded it
to Gillian. Gillian's insurance company will send a check and settle the claim.
With this, all claims from the vibration damage have been settled.
The water levels on all three lakes are within 1 inch of normal levels.
At the last meeting Mr. Hojnacki requested the City put smaller stones in the
outfall areas. Director McMullen does not want to put the small stone in and then
have to go back and remove the stone from the bottom of the lake. Aid.
Schroeder moved to refer this to the Public Works Committee. Seconded
by Aid. Patterson. Motion carried 3-0.
Aid. Patterson moved to defer claims from West Lake, Lake Lore and Lake
Brittany to next meeting. Seconded by Aid. Melcher. Motion carried 3-0.
Review Invoices for water treatment — West Lake Homeowner's Association -The
first invoice was paid in 2002 by the City. The Association is requesting the City
pay the 2nd invoice from 2003. Aid. Patterson moved to deny payment of the
• water treatment invoice from 2003. Aid. Melcher seconded. Motion carried
3-0.

• SEWER NEW BUSINESS —
Review request to be included in the sewer service area — Golf View Estates —
Director McMullen explained the developer is requesting to be included in the
sewer service area for the 2020 plan. They will wait for sewer service to develop
the subdivision. Aid. Schroeder moved to deny inclusion into the existing
MMSD 208 district. Aid. Melcher seconded. Motion carried 3-0. Aid.
Schroeder moved to recommend to Council Golf View Estates be included
in the 2020 MMSD Sewer service area. Motion carried 3-0.
Review sewer plans for St. Andrew's Village Condos- Director McMullen
explained St. Andrew's Village is a multi -family condo development off Ryan
Road. The original plans the Committee approved were revised to extend the
cul-de-sac and add one lot. Sewer service is off Ryan Road and water main will
be at Jimmy Demaret Dr, south of Ryan Road, which is consistent with the
original plans. Aid. Schroeder moved to approve sewer and water plans for
St. Andrew's Village. Seconded by Aid. Melcher. Motion carried 3-0.
Review 2020 Facility Plan — Director McMullen explained MMSD makes a
recommendation of the proposed service area, Staff reviewed and added to the
original proposal. Staff requested more capacity be assigned to areas already in.
• Director McMullen will create a map showing the existing area and capacity and
what the City is projecting. Director McMullen noted the City has a deadline of
September 30th to respond to MMSD or they will use the original proposal. Aid.
Schroeder moved to recommend to Council approval of the MMSD 2020
Facility Plan as submitted. Seconded by Aid. Patterson. Motion carried 3-
0.
Direct Enaineers to beain desian of new force main from Woods Road Lift Station
to McShane Road Lift Station - Superintendent Kloskowski explained upgrades
are needed at the Woods Road lift station. In a storm the pipe is at 95%
capacity. The Committee requested Director McMullen to bring a map next
month to show options. Aid. Schroeder moved to direct the engineers to
begin design of a new force main from Woods Rd lift station to McShane lift
station. Seconded by Aid. Patterson. Motion carried 3-0.
WATER UNFINISHED BUSINESS
Status of negotiations with Kenwood Estates for water service — The DNR is
looking at an issue with the Lakewood Meadows system. The first set of
construction plans have been reviewed. The developer will be re -submitting
middle of July. By then the DNR should have made a decision on the Lakewood
Meadows system. Aid. Melcher moved to defer. Seconded by Aid.
Patterson. Motion carried 3-0.

Approve amendments to WCA District - Director McMullen explained the
proposed WCA Amendment 16 would include the Reynolds and De Angelis
properties along Racine Ave south of Woods Road including Parker Road and
section along Henneberry Dr. Aid Patterson moved to recommend to Council
approval of the 16th amendment to the WCA district.
SUBDIVIDER'S EXHIBITS - Nothing to report.
ACCEPTANCE OF IMPROVEMENTS — Nothing to report.
REVIEW OF DEFERRED ASSESSMENTS/SEWER & WATER — Nothing to
report.
ACCEPTANCE OF IMPROVEMENTS — Discussion, update and possible action
