PUBLIC UTILITIES COMMITTEE MEETING
Minutes of Meeting Held Monday January 19, 2004
Acting -Chairman Rick Petfalski called the meeting to order at 7:30 p.m. Also
present were Committee member Ald Pat Patterson, Utilities Superintendent
Scott Kloskowski, Engineer and Building Inspection Director Sean McMullen and
Ruekert & Mielke representative Steve Schultz. Chairman Schroeder was
excused.
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
Those present recited the Pledge of Allegiance.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Aid. Patterson moved to approve minutes of November 17, 2003 and
November 25, 2003. Seconded by Aid. Petfalski, motion carried 2-0.
STATUS OF PROJECTS
Steve Schultz updated the committee on the attached status of on -going projects
as follows:
• Janesville Road Water Main — As-builts out 1-19-2004. Final
payment and close out change order issued the week of December
8, 2003.
• Janesville Road Box Culvert — Originally scheduled for a fall 2003
completion date. The completion date is tentatively scheduled
2005, with a bid date of April 2005.
• McShane Pump Station — Vibration damage to property claims
remain unresolved. Record drawings and GIS changes are
completed.
• Moorland Road Water Main — GIS updates are completed.
• Parkland Drive — As-builts completed, drawings in process. Punch
list waiting for valve operation by Utility in spring.
• Well #9 — Big Muskego Estates — DNR approval received January
8, 2004. Preconstruction meeting scheduled for January 16, 2004.

Superintendent Kloskowski noted that the resolution passed by
Council was contingent on PSC and DNR approval. The PSC
approval was not necessary at this time due to the dollar amount.
The project was resubmitted to the PSC with the pump included
and the City will have the approval within a week.
• Prairie Meadows — As-builts in process.
• Rosewood Estates Addition 1 — As-builtsl GIS updates completed.
• Stonebrige Ground Water Remediation — Waste Management and
the EPA have been working together and have proposed additional
monitoring and sampling around well 7.
SEWER UNFINISHED BUSINESS
Status of Town of Norway Contract - Director McMullen reported the City is no
longer asking for 24% of the capacity of the system. The City is now asking for
current use of the existing system and 16% of the cost. The Town of Norway has
agreed to give the peak flows and all other concerns of the City.
Status of claims from West Lake, Lake Lore and Lake Brittany — Mr. Schultz
stated a letter came back from Jim Krohelski of the USGS in response to the
reports submitted by the City and the homeowners association. In summary the
report stated the lakes were drawn down due to the dry period and also due to
the water table dewatering. The report also stated the lakes levels will eventually
recover and allowing them to recover with time is the least costly and most
environmentally sound way of addressing the problem. Director McMullen added
the City is waiting for a response from the Attorney representing the Insurance
Company.
Review Invoices for water treatment — West Lake Homeowner's Association- The
City is waiting on a response from the Attorney representing the Insurance
Company.
SEWER NEW BUSINESS —
Review quarterly billing from MMSD and Town of Norway — The Committee
reviewed the charges. Aid. Patterson moved to approve. Aid. Petfalski
seconded, motion carried 2-0.

Review public hearinq comments for the Thirteenth Amended WCA - The
Committee reviewed the minutes of the public hearing held December 9, 2003.
There were no questions from the Committee.
Review quotes for water tower inspection — At the request of Superintendent
Kloskowski Aid. Patterson moved to defer to the next meeting. Aid. Petfalski
seconded, motion carried 2-0.
Establish policy for Champions Villaae (WCA) connection charae — The
Committee discussed charges for the remaining 6 vacant lots in Champions
Village after the City takes over the water system. Director McMullen will
research how many vacant lots are left and obtain closing paperwork from the
developer.
SUBDIVIDER'S EXHIBITS -
Review sewer and water plans for Stonebridge Subdivision —_Sanitary sewer is
acceptable as it is. The water main system is being connected into the
Champions Village water trust. The current community system is not adequate
to service this on its own. Approval is conditional on DNR approval and
signature of the water main extension agreement down Durham and "00". Aid.
Petfalski moved to approve sewer and conditionally approve water plans for
Stonebridge Subdivision. Aid. Patterson seconded, motion carried 2-0.
Review sewer and water plans for Big Muskego — Deferred
Review sewer and water plans for Candlewood Addn. 1 — Deferred
ACCEPTANCE OF IMPROVEMENTS — Nothing to report.
REVIEW OF DEFERRED ASSESSMENTS/SEWER & WATER — Nothing to
report.
