PUM20030818CITY OF MUSKEGO Approved PUBLIC UTILITIES COMMITTEE MEETING Minutes of Meeting Held Monday August 18, 2003 Chairman Eric Schroeder called the meeting to order at 7:07 p.m. Also present were Committee members Aid. Rick Petfalski (7:28 PM), Aid Pat Patterson, Utilities Superintendent Scott Kloskowski, Engineer and Building Inspection Director Sean McMullen, Ruekert & Mielke representative Steve Schultz, and those per attached list. It was noted that the meeting was posted in accordance with the Open Meeting Law. Those present recited the Pledge of Allegiance. APPROVAL OF MINUTES OF PREVIOUS MEETING Aid. Patterson moved to approve minutes of July 21, 2003. Seconded by Aid. Schroeder, motion carried 2-0. STATUS OF PROJECTS Ruekert-Mielke representative Steve Schultz updated the committee on the attached status of on -going projects as follows: • Janesville Road Water Main — Project complete, some paving and restoration remain. Field data collection for record drawings started July 315t, 2003. • Freedom Square Water Project —Bids open on August 21st, 2003. This item will be taken off the agenda and will be replaced with Parkland Drive Water Project. The City has closed with Freedom Square and is operating. Status on potential impacts to Well #7/Stonebridge Groundwater Remediation — Contact at the water section of the EPA has stated if things do not get moving he will step in and declare an emergency. Then the water supply group at the EPA will take over and they will say the monitoring wells will go in and action will be taken. • Well Site Exploration — Geophysical surveys will be conducted on additional sites after harvest. Well site investigation report and specifications are being prepared for DNR submittal and bidding in Public Utilities Committee Meeting — August 18, 2003 Page 2 fall. A start should begin on the test well in late fall, early winter. Early next year a permanent well should go in. • Chamberlain Hill — DNR approval for moving of booster station from Hillendale to Chamberlain Hill. • Prairie Meadows — Road construction will be completed in September. Curb was installed August 18', 2003. Stonebridge Subdivision — Second plan review completed August 8, 2003 and delivered to City. SEWER UNFINISHED BUSINESS Status of Town of Norway Contract - Nothing new to report. Review Accruing Deferred Assessment Interest report from Finance Director — The Committee reviewed the report from the Finance Director. Ald. Petfalski explained he is satisfied with the procedure but would like an explanation on the interest rate. He further explained that if the City is borrowing at a rate of 2% why do we charge 8%? Aid. Petfalski moved to defer and requested a recommendation from the Finance Director as to what amount of increase is added to the rate the City borrows for. Aid. Patterson seconded. Motion carried. Status of reouests from West Lake. Lake Lore and Lake Brittanv— Mr. Schultz reviewed with the Committee the Report on the Water Levels Changes in Lake Brittany, Lake Lore and West Lake. Mr. Schultz informed the Committee of the four monitoring wells throughout southeastern WI that were studied, they averaged three feet below normal levels. Based on the information in the report the dewatering had zero significance on the lakes and is consistent with the drop in water well levels and regional lakes. This report has been forwarded to the USGS for review. The USGS should have their report done by the end of September. Further discuss Jacobus claim — Mr. and Mrs. Jacobus were present to discuss a letter received from Superintendent Kloskowski. The City previously asked the Jacobus' to put their house for sale for 120 days. Mr. Jacobus stated he never had an offer due to sewer backup. Cheryl Endter, the Jacobus' current realtor, was present and stated because of the sewer back up there was no interest. Ms. Endter stated no one would be willing to sign a release to the City that if there was another sewer back up the City would not be liable. Superintendent Kloskowski clarified that the City has never asked for a release to be signed. Superintendent Kloskowski explained the agreement in the past was for the Jacobus' to have an appraisal done and bring that back to the City. The City first Public Utilities Committee Meeting — August 18, 2003 Page 3 now received the appraisal from the Jacobus' attorney. Superintendent Kloskowski stated the City Assessor agrees to this appraisal and does not feel another appraisal is necessary. It was never guaranteed by the City that the City would pay the difference of any offer the Jacobus' received. The McShane Storage Facility was built to alleviate future sewer backups. Mr. Jacobus introduced Tony Raymond, who is considering making an offer to purchase the house. Mr. Raymond explained he would like to repair the one wall and is considering lifting the house. Director McMullen stated the City would not object to making the house higher and would be willing to meet with Mr. Raymond to discuss. Ald. Schroeder explained that the City would not require Mr. Raymond to sign a release to the City. Mr. Raymond stated he would take this into consideration and discuss with his brother who would be purchasing the house with him. Superintendent Kloskowski noted that at the time, the Committee felt the Jacobus' could sell the property within 120 days. He also noted that the house across the street with the same damage sold within two weeks. Aid. Petfalski moved to deny the claim. Aid. Patterson seconded for discussion. The Committee could not justify paying the Jacobus' when the City has no liability, and the City would not do this for everyone else. Upon voice vote motion carried 3-0. SEWER NEW BUSINESS - None 111% WATER UNFINISHED BUSINESS None WATER NEW BUSINESS Discuss marking of fire hydrants — Superintendent Kloskowski explained that every year at the request of the Fire Department the Utility Department is asked to paint of 20 foot stripe in front of all the fire hydrants. Last time it was done the residents of the newer subdivisions were upset. It is part of the ordinance and if the Committee did not want it done the ordinance would have to be re -written. Director McMullen is in the process of rewriting the ordinance. Superintendent Kloskowski stated Fire Department feels it helps them locate the hydrant. In a subdivision the fire hydrants are not more than 10 feet off of the road, but in rural areas they could be set back much farther. Aid. Patterson suggested having the markings consistent throughout the City. The Committee would like a representative from Tess Corners and Muskego Fire Deparments invited to the next meeting. Director McMullen will send a letter to both Fire Departments and if they are unable to attend the City is requesting a letter with their recommendations. Aid. Patterson moved to defer. Aid. Schroeder seconded. Motion carried unanimously. Discus Lakewood Meadows Feasibility Study — Mr. Schultz reviewed with the Committee a letter dated August 11, 2003 on the Lakewood Meadows Feasibility Study. Mr. Schultz explained that the study consists of an inventory of the existing system and physical condition. Also, a value of repairs on the existing Public Utilities Committee Meeting — August 18, 2003 Page 4 (% system was studied. The study looked at the water quality and compared that to the City's standards. Superintendent Kloskowski noted that if the City were to take the system over it would run as a stand alone system. Tannins were found in the water, but are not a health hazard. In conclusion the well pumping station and reservoir are in good condition. Routine maintenance and record keeping has occurred. Deficiencies are: roof peak shingles are missing, leaving peak and venting unprotected, exterior metal door and frame need repainting, interior piping needs repainting. Superintendent Kloskowski stated he does not see a downside. There will be maintenance but for the most part the system looks good. Superintendent Kloskowski further explained the City will be gaining users and the area could possibly expand. The City will take all requests to take over water trusts on a case -by -case basis. Aid. Petfalski moved to invite residents to Lakewood Meadow water trust to further discuss. Seconded by Aid. Schroeder. Motion carried 3-0. Review water main (Mystic Drive) — Quietwood South — Director McMullen stated on the Mystic Drive CSM there are 5 units being serviced by an 8" main. A 1.25" service is needed for an existing home. It can be serviced only off of Mystic. Aid. Petfalski moved to approve. Seconded by Ald Patterson. Motion carried 3-0. SUBDIVIDER'S EXHIBTS - None.
