PUBLIC UTILITIES COMMITTEE MEETING
Minutes of Meeting Held Monday, November 18, 2002
Acting Chairman Rick Petfalski called the meeting to order at 7:03 p.m. Also
present was Committee member Ald. Madden, Engineering/Building Inspection
Director Sean McMullen, Public Utilities Superintendent Scott Kloskowski,
Ruekert & Mielke representative Rich Eberhardt and Mr Jacobus (Indian Trail).
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Ald. Madden moved to approve minutes of meeting held October 21, 2002.
Seconded by Ald. Petfalski, motion carried 2-0.
STATUS OF PROJECTS
Ruekert & Mielke representative Rich Eberhardt reviewed the status of current
projects, per attached.
• Mr Eberhardt also updated the committee on the following:
• Janesville Road Water Project —The survey crews have completed work
on the extension.
• SEWRPC's 208 Plan Amendments — MMSD should be taking action on
the Blattner request on 11/20/02. Once they process, SEWRPC will begin
the May petition.
• McShane Storage Facilities — Walls are poured and decking is complete.
The contractor started filling the tank with water on Friday. Leakage
testing is being completed.
• Well Explorations Project- Test borings are all showing a lot of sand and
gravel. Well #3 is dry. Community Center site did not test out.
Quietwood Creek East development site looks promising. Ruekert &
Mielke think there may be a potential for two wells on this site.
• Pioneer Drive — The committee determined that they would like to invite
the Pioneer Drive residents to a meeting to discuss possible water
extension. As this will be a considerable number, the committee is looking
to have the informational meeting held on a separate night at the Public
• Library. The suggested date is Tuesday, January 7, 2003, at 7:00 PM.

• SEWER UNFINISHED BUSINESS
Status of Town of Norway Contract — There was nothing new to report.
Further Review Request to Have City Purchase Property/Jacobus (Indian
Trail) — Mr Jacobus appeared before the committee and the committee inquired
if he had secured the two requested appraisals. Mr Jacobus claims that no one
is interested in appraising the property. Mr Jacobus now has hired an attorney
and the attorney is securing an appraiser Mr Jacobus requested, at the advice
of attorney, to request that this item be deferred. Aid. Petfalski moved to defer.
Seconded by Aid. Madden, motion carried 2-0.
SEWER NEW BUSINESS
Discuss Stoney Creek Sewer Usage Bill — The committee reviewed
memorandum from Sewer Utility Clerk Renee Kowalik showing the sewer usage
bill for the 3rd quarter for Lutherans Inc. for Elderly (Stoney Creek). The owners
are asking for some relief as the 3rd quarter showed 1,320,000 gallons and this
was due to dry weather and excessive grass watering. Scott explained that they
are metered right off their well and there is no easy way to plumb their outside
hose bib. After considerable discussion, Aid. Petfalski moved to base sewer
• usage charge for the 3rd quarter on water usage from the Ist quarter.
Seconded by Aid. Madden, motion carried 2-0. Aid. Petfalski requested a
copy of the 4ch quarter usage report for this complex when compiled.
Annual Review of Sewer Usage Charges — Hardship Status for 2003 — The
report received from Sewer Utility Clerk Renee Kowalik was reviewed and placed
on file.
WATER UNFINISHED
Status of request to PSC for water rate change — Scott advised that the
auditors were here this week gathering information for what is needed for PSC
application and they anticipate having information ready to submit in January of
2003.
WATER NEW BUSINESS
Review alternatives for radium standard compliance, wells 4, 5 and 6 —
Wells 4, 5 and 6 are above levels of acceptable radium. It appears as if well 4
and 6 should be abandoned. Well #5 is questionable and it was noted that a
considerable amount of money has been put into it. Scott felt there were three
choices for Well #5: a) Abandon, b) Inquire whether or not the DNR would let us
keep it as an emergency well (only to be used if several wells weren't working),
• and c) Add onto the building and put in some softening equipment and then

• blend with radium water Scott stated that we might lose those three wells and
gain Freedom Square well. He recommends that the committee move forward
with acquiring well sites and expanding search for new sitings.
REPORT OF UTILITY SUPERINTENDENT — Scott reported that they are getting
quotes from everyone for the truck, but none for the crane. He is looking at a
2002 Lynch Truck for $29,231.00 and a box crane around $19,000.00, which will
be well within budget. The truck will be ordered this year if it comes within
budget.
