PUM20021021• CITY OF MUSKEGO Approved PUBLIC UTILITIES COMMITTEE MEETING Minutes of Meeting Held Monday, October 21, 2002 Acting Chairman Rick Petfalski called the meeting to order at 7:00 p.m. Also present was Committee member Aid. Madden, Engineering/Building Inspection Director Sean McMullen, Public Utilities Superintendent Scott Kloskowski, Ruekert & Mielke representative Steve Schultz, and those per the attached list. Finance Director Gunderson arrived at 8:30 p.m. Aid. Sanders was excused. It was noted that the meeting was posted in accordance with the Open Meeting Law. APPROVAL OF MINUTES OF PREVIOUS MEETING Aid. Madden moved to approve minutes of meeting held September 16, 2002. Seconded by Aid. Petfalski, motion carried 2-0. STATUS OF PROJECTS Ruekert & Mielke representative Steve Schultz reviewed the status of current projects. • Freedom Square Water Project — Steve reported that the water sampling results were received and final submittal to the DNR will go out on October 22, 2002. The connection design was submitted to the DNR on October 14, 2002. • Well Site Investigation — Steve reported that boring at Well #3 site determined that this is not a viable site for a shallow well. Boring at Well #5 site shows 40-60 feet of sand and gravel which would make it a good choice for a site. Test pumping is to be done soon. Steve explained procedures for new well sites. • Well # 7 — Steve reported that Well #7 reports are still at the EPA. Pioneer Drive — Steve gave a synopsis of possible private well interferences that could be caused along Pioneer Drive by Well #2 and a future shallow well at the Well #5 site. SEWER UNFINISHED BUSINESS Status of Town of Norway Contract — There was nothing new to report. 0 • Public Utilities Committee Minutes October 21, 2002 — Page 2 Further Review Request to Have City Purchase Property/Jacobus (Indian Trail) — It was reported that no recent responses or appraisals have been received from Mr Jacobus. Review Deadline For Connection/O'Malley — Ald. Madden moved to defer until a response from the City Attorney is received. Seconded by Ald. Petfalski, motion carried 2-0. Review Commercial Properties That Have Not Complied with Meter Installation Requirements — Utilities Superintendent Kloskowski reported that the remaining two properties that have not had their meter installed should be completed in a week or so. SEWER NEW BUSINESS Review RCA Charges / Salentine Car Wash — Utilities Superintendent Kloskowski explained that E. J. Salentine's car dealership has a car wash that was never charged an RCA. Utilities Superintendent Kloskowski presented two alternatives to charge back for the RCA at the 1988 rate, which is the rate in • place at time of connection. Ald. Petfalski moved to charge Option #2, which uses the metered history to set the RCA. The highest usage quarter was used as a basis, which was the 2nd quarter of 2000. This is multiplied by four (4) for a yearly total. The estimated dealership usage is subtracted since that RCA has been paid. The remainder is multiplied by the MMSD discharge factor for car washes. This computation shows a need for 13 additional RECs at $1,635.00 per REC for a total of $21,255.00 Ald. Madden seconded, motion carried 2-0. Utilities Superintendent advised that Option #1 calculated to 15.25 RECs at a total cost of $24,933.75. Review Request to Delay Interest Start Date for Sewer Assessment for Blattner Property (#2253.999) — Engineering/Building Inspection Director McMullen updated the Committee on the 208 Amendment for the Blattner property. The assessment on this parcel is from the North Cape Road/Ryan to Boxhorn sewer project. The Blattners are asking for a deferral of the interest on the assessment until the 208 Amendment is approved by MMSD and the sale of the land can be completed. Utilities Superintendent Kloskowski gave a history of past practice on assessments and explained that any action regarding interest on an assessment would have to be done for all assessments on this project • uniformly. Ald. Madden moved to deny request. Seconded by Aid. Petfalski, motion carried 2-0. Public Utilities Committee Minutes October 21, 2002 — Page 3 Review Quarterly Billing for MMSD and Town of Norway — The Committee reviewed Town of Norway bill in the amount of $32,540.31 and MMSD bill in the amount of $140,658.28. Aid. Madden moved to approve payment of bills as presented. Seconded by Aid. Petfalski, motion carried 2-0. Review Quotes for Televising Equipment — Utilities Superintendent Kloskowski presented quotes from four vendors for a sewer lateral push camera. The following quotes were received: Aries Industries, Inc. $6,309.00 Jensen Equipment $8,795.00 UEMSI Sewer Cleaning & Televising Equipment $6,724.00 Cues, Inc. $9,200.00 Aid. Madden moved to approve the quote from UEMSI for $6,724.00. Seconded by Aid. Petfalski, motion carried 2-0. Establish Sewer Usage Rates for 2003 — Aid. Madden moved to set sewer usage rates for 2003 at $400.00 (single family); $160.92 (connection charge); • and $3.54 (rate for 1000 gallons). Seconded by Aid. Petfalski, motion carried 2- 0. WATER NEW BUSINESS Review Recommendation for Front Foot Water Rate Assessment for 2003 — Engineering/Building Inspection Director McMullen submitted a memo detailing past front foot rates and recommending a rate for 2003. After discussion, Aid. Petfalski moved to do away with the set front foot rate and assess actual cost rates as is done by the Sewer Utility. Seconded by Aid. Madden, motion carried 2-0. Review Water Service to Stonebridge Subdivision — Utilities Superintendent Kloskowski explained developer is looking to develop a community well for this subdivision on the Kramer property. Aid. Petfalski moved to require a community well for the Stonebridge Subdivision. Seconded by Aid. Madden, motion carried 2-0. Discuss Petition to the PSC for Water Rate Change — The Committee discussed possible water rate changes. Aid. Madden moved to proceed with PSC rate case for the Water Utility. Seconded by Aid. Petfalski, motion carried . 2-0. Public Utilities Committee Minutes October 21, 2002 — Page 4 REVIEW OF FINAL SEWER AND WATER BUDGETS FOR 2003 Finance Director Gunderson presented overview of the 2003 Sewer Budget and explained highlights. Aid. Petfalski moved to recommend approval of 2003 Sewer Utility Budget to the Common Council. Seconded by Ald. Madden, motion carried 2-0. Finance Director Gunderson explained the 2003 Water Utility Budget and discussed the need for a rate increase that will require a full rate case hearing at the PSC. Aid. Petfalski moved to recommend approval of the 2003 Water Utility Budget to the Common Council. Seconded by Aid. Madden, motion carried 2-0. ADJOURNMENT Ald.
