PUBLIC UTILITIES COMMITTEE MEETING
Minutes of Meeting Held Monday, September 16, 2002
Chairman Dave Sanders called the meeting to order at 7:05 p.m. Also present
were Committee members Aid. Rick Petfalski and Aid. Eileen Madden,
Engineering/Building Inspection Director Sean McMullen, Public Utilities
Superintendent Scott Kloskowski, Ruekert & Mielke representatives Mike
Campbell and Rich Eberhardt, as those per attached list.
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Aid. Petfalski moved to approve minutes of meeting held September 6, 2002.
Seconded by Aid. Madden, motion carried 3-0.
STATUS OF PROJECTS
Rich Eberhardt updated the Committee on the status of projects dated
• September 16, 2002, as attached.
SEWER UNFINISHED BUSINESS
Status of Town of Norway Contract — There was nothing new to report.
Further Review Request to Have City Purchase Property/Jacobus (Indian
Trail) — There was nothing new to report.
Review Deadline for Connection/O'Malley — Mr Jack Henry appeared before
the Committee representing the O'Malley property on North Cape Road.
Engineering/Building Inspection Director McMullen has talked to Attorney Molter
regarding this matter Attorney Molter's office is reviewing the sewer ordinance
and will have a recommendation for the Committee by the next meeting. No
action was taken.
Further Discussion of Purchase of Utility Vehicle — There was nothing new to
report.
Further Review Quarterly Charge Set for Sewer Meters & Deduct Meters (Ord.
#1113) — Aid. Petfalski moved to set quarterly charge on sewer meters at
$6.00/quarter, the same cost as deduct meters. Aid. Madden seconded, motion
• carried 3-0.
SEWER NEW BUSINESS
Review Request for Amendment to SEWRPC 208 Plan (May Property) —
Engineering/Building Inspection Director McMullen explained that this proposal to
transfer sewer service area between parcels was previously approved. The
developer is now ready to send the request to SEWRPC. Engineering/Building
Inspection Director McMullen brought the item back to the Committee for review
to see if there were any further questions. The Committee had no further
questions. Aid. Madden moved to approve. Seconded by Aid. Petfalski, motion
carried 3-0.
Review Commercial Properties That Have Not Complied with Meter
Installation Requirements — Public Utilities Superintendent Kloskowski reported
on businesses that have not installed meters on their water supplies as required.
Amann's and DeMarini's are the two remaining businesses which have not
complied. Utilities Superintendent Kloskowski reported that further action may
need to be taken to obtain compliance.
WATER UNFINISHED BUSINESS
Status on Potential Impacts to Well #7/Status of Stoneridge Groundwater
Remediation — There was nothing new to report.
• Further Discussion on Installation of Water on Pioneer Drive — Utilities
Superintendent Kloskowski reported on well log research being done on Pioneer
Drive. As the web site for the Department of Natural Resources only allows a
search by well driller or by date, Nancy Payne from the DNR is assisting using
DNR software that allows a search by quarter section.
WATER NEW BUSINESS
Discuss Water Service for Weatherwood Courts (Laimon Property) —
Engineering/Building Inspection Director McMullen explained that developments
of five lots or more need to come before the Public Utilities Committee to
determine what their water source will be. Since is a great distance from the
municipal water system, Engineering/Building Inspection Director McMullen does
not recommend requiring connection to the municipal system. The other
alternatives are private wells and a community well. Engineering/Building
Inspection Director McMullen and Public Utilities Superintendent Kloskowski
recommend that private wells be allowed. Aid. Petfalski moved to allow private
wells in this development. Seconded by Aid. Madden, motion carried 3-0.
REVIEW OF PRELIMINARY SEWER AND WATER BUDGETS FOR 2003
• Public Utilities Superintendent Kloskowski distributed 2003 sewer and water
budgets for preliminary review.
• REVIEW OF DEFERRED ASSESSMENTS/SEWER & WATER
The Committee reviewed a letter from Kathy & Dick Patterson dated September
11, 2002 expressing their objection to the deferred assessment plus interest on
their property. Aid. Petfalski moved to deny request for removal of the
assessment plus interest from the Patterson property. Seconded by Aid.
Sanders, motion carried 3-0.
ADJOURNMENT
Aid. Petfalski moved to adjourn at 8:00 p.m. Seconded by Aid. Madden, motion
carried 3-0.
