Minutes of Meeting Held Monday, July 15, 2002
Chairman Dave Sanders called the meeting to order at 7:00 p.m. Also present
were Committee members Aid. Rick Petfalski and Aid. Eileen Madden, Mayor
Mark Slocomb, Engineering/Building Inspection Director Sean McMullen, Public
Utilities Superintendent Scott Kloskowski, and Ruekert & Mielke representative
Steve Schultz.
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Aid. Petfalski moved to approve minutes of meeting held June 17, 2002.
Seconded by Aid. Madden, motion carried 3-0.
STATUS OF PROJECTS
Steve Schultz updated the Committee on the status of projects, as attached.
Utilities Superintendent Kloskowski distributed copies of the DNR approval of the
• Freedom Square water system acquisition. Steve Schultz explained the
requirements outlined by the DNR in their approval.
Utilities Superintendent Kloskowski stated the sewer main installation at the
McShane Storage Facility will start on July 22, 2002. The tight sheeting is
currently being installed.
Steve Schultz reported on well exploration. A time domain survey was done on
the Well #3 site and the Community Center site. The survey helps to determine
the depth to bedrock and the amount of water in the formation above bedrock.
This will be followed up with borings on Well #3, Well #5, and the Community
Center site.
SEWER UNFINISHED BUSINESS
Status of Town of Norway Contract — There was nothing new to report
Status of Proposed Amendment to SEWRPC's 208 Plan — There was nothing
new to report.
Further Review Request to Have City Purchase Property/Jacobus (Indian
Trail) — There was nothing new to report.

Further Review of Sewer Usage Charts and Compare REC Purchases —
Utilities Superintendent Kloskowski will be meeting with Ken Ward, Ruekert &
Mielke, and Atty. Molter to discuss this topic on July 16, 2002.
Further Review of Deferred Sewer Assessment (Richard Patterson,
#2256.993 North Cape Road) — There was nothing new to report. Aid.
Sanders moved to defer Seconded by Aid. Madden, motion carried 3-0.
Review Deadline for Connection/0-Malley — It was reported that the building
has not been secured and their check not cashed as of July 15, 2002.
Aid. Petfalski moved to reconsider approval of minutes of June 17, 2002.
Seconded by Aid. Sanders, motion carried 3-0. Aid. Petfalski moved to amend
minutes pertaining to Review Deadline for Connection (O'Malley) to replace the
words "if the building is not removed" with "if conditions are not met" Seconded
by Aid. Sanders, motion carried 3-0.
Discuss Results of Survey Sent on Proposed Sewer Extension/Hwy. G (Old
• Loomis Road) — Engineering/Building Inspection Director McMullen reported on
survey with a response of four (4) 'no' and one (1) 'yes' There were 40 surveys
sent to property owners with only 5 responding.
Discuss Engineering Report on Basin Capacity, Size and Depth of Pipe
Required for Proposed Sewer Extension/Bluhm Drive South to McShane
Road — The Committee reviewed Ruekert & Mielke leter dated July 11, 2002 and
discussed options. Aid. Petfalski moved to not proceed with the project.
Seconded by Aid. Sanders, motion carried 3-0.
SEWER NEW BUSINESS
Review Revised Sewer Plans — Rosewood Estates, Addn. #1 — Plans are at
Ruekert & Mielke for review.
Review Request for Utility Extension — Russet Court (Engineering) —
Engineering/Building Inspection Director McMullen presented sewer and water
plans. Aid. Sanders moved to approve sewer and water extensions on Russet
Court. Seconded by Aid. Petfalski, motion carried 3-0.
Review Quarterly Bill Reports from MMSD and Town of Norway — Aid.
Petfalski moved to approve payment of $134,834.67 to MMSD. Seconded by
• Aid. Madden, motion carried 3-0. The bill from the Town of Norway was not
available for review.

Approve Expenditure of Replacement of Pump for Lake Brittany Lift Station
out of Reserve Equipment Replacement Account #601-00-00-00-3410 — The
Committee discussed cost of replacing the pump at the Lake Brittany Lift Station.
A quote in the amount of $17,981.00 was received from Energenecs, Inc. as well
as their quote of $80.00 per hour for wiring and startup. Aid. Pettalski moved to
approve replacement of pump with funds to come from the Equipment
Replacement Fund. Seconded by Aid. Madden, motion carried 3-0.
Discussion of Future Needs for Televising Equipment — Utilities
Superintendent Kloskowski reported a need for a push -type lateral camera. The
Committee discussed purchasing the equipment this year or waiting til next year
Wiring also needs to be done. The Committee directed Utilities Superintendent
Kloskowski to obtain quotes for purchase of the equipment this year
WATER UNFINISHED BUSINESS
Status on Potential Impacts to Well #7/Status of Stoneridge Groundwater
Remediation — It was reported that the EPA has responded to submittal from the
• Remediation Group. The report has now been sent back to the Remediation
Group for comment.
Status on Proposed Power Plants — Muskego/New Berlin — It was reported
that El Paso has determined that water will be trucked to the site as part of this
project.
Further Discussion of Water Service — Rosewood Estates, Addn. #1
(Deferred from Meeting of 6/17/2002) — Engineering/Building Inspection
Director McMullen updated the Committee on his discussions with Redmond
Construction, the owner of the property adjacent to Rosewood Estates, Addn.
#1 Redmond Construction intends to construct all improvements at once which
should provide water service to Rosewood Estates Addn. #1
Engineering/Building Inspection Director McMullen recommends extending
municipal water to service Rosewood Estates, Addn. #1 Subdivision. The
Committee indicated that they would like to see Rosewood Esates, Addn. #1
Subdivision connected to municipal water and encourages Mr Miller, the
developer, to work with Redmond Construction.

WATER NEW BUSINESS
Creation of 9`h Amended WCA District — Martin Drive — The Committee
discussed the extension of the WCA district to include a portion of the Martin
Drive area. Aid. Petfalski moved to approve 91h Amended WCA District as
presented. Seconded by Aid. Madden, motion carried 3-0.
ADJOURNMENT
Aid. Petfalski moved to adjourn at 8:45 p.m. Seconded by Ald. Madden, motion
carried 3-0.
