PUM20020617• CITY OF MUSKEGO Approved PUBLIC UTILITIES COMMITTEE MEETING Minutes of Meeting Held Monday, June 17, 2002 Chairman Rick Petfalski called the meeting to order at 7:00 p.m. Also present was Committee member Aid. Eileen Madden, Engineering/Building Inspection Director Sean McMullen, Public Utilities Superintendent Scott Kloskowski, Ruekert & Mielke representative Rich Eberhardt, and those per the attached list. Aid. Sanders was absent. It was noted that the meeting was posted in accordance with the Open Meeting Law. APPROVAL OF MINUTES OF PREVIOUS MEETING Aid. Madden moved to approve minutes of meetings held May 20, 2002 and May 28, 2002. Seconded by Ald. Petfalski, motion carried 2-0. STATUS OF PROJECTS Rich Eberthardt updated the Committee on the status of projects per report attached. • SEWER UNFINISHED BUSINESS Status of Town of Norway Contract — There was nothing new to report. Status of Proposed Amendment to SEWRPC's 208 Plan — Engineering/Building Inspection Director McMullen reported that the plans are at SEWRPC for review. Further Review Request to have City Purchase Property/Jacobus (Indian Trail) — Utilities Superintendent Kloskowski reported that a response has not been received from Mr Jacobus. Further Review of Sewer Usage Charts and Compare REC Purchases — Engineering/Building Inspection Director McMullen and Utilities Superintendent Kloskowski reported meeting with the engineers from Ruekert & Mielke and the City Attorney. It has been determined that more research needs to occur before a recommendation can be made. Further Review of Deferred Sewer Assessment (Richard Patterson, #2256.993 — North Cape Road ) — There was nothing new to report. • Public Utilities Committee • June 17, 2002 — Page 2 Review Deadline for Connection (O'Malley) — Ald. Petfalski moved to extend deadline for O'Malley's connection to sewer to August 31, 2002 with the contingency that Mr O'Malley cash the check that was issued to him for reimbursement of the lateral that was not installed as part of the project within the next fourteen days. There is also a requirement to secure the building and have the utilities disconnected as soon as possible. There will not be any further extensions. Seconded by Ald. Madden, motion carried 2-0. Utilities Superintendent Kloskowski reported that the Utilities' course of action would be a forced connection of the building with costs charged back to the property owner if the building is not removed by August 31, 2002. SEWER NEW BUSINESS Discuss Sewer Extension/Highway G (Old Loomis Road) — Engineering/Building Inspection Director McMullen explained the request by several property owners on Loomis Road. Several residents have failed septic systems and would like to connect to sewers in the Town of Norway. Engineering/Building Inspection Director McMullen requests that an area survey be taken to determine if there is further interest in municipal sewer service in this area. The Committee agreed that survey should be done for residents on • Loomis Road from Union Church Road to Muskego Dam Road including Ludwig's Cabinet Shop. Discuss 550 Ft. of Proposed Sewer Extension — Bluhm Drive South to McShane Road — Engineering/Building Inspection Director McMullen explained the proposal. The question to be answered is whether the Utility should extend gravity sewermain south of the storage facility to McShane Road now since Bluhm Drive is being destroyed as part of the current project. The Utilities Committee looked at this in the early stages of the storage facility and decided not to extend since there didn't seem to be an immediate need for this main. Engineering/Building Inspection Director McMullen explained that a developer was now negotiating with the owner of the property south of McShane from Bluhm Drive to Mystic Drive. Engineering/Building Inspection Director McMullen asked the Committee to direct Ruekert & Mielke to study this area to determine the pipe size and depth needed to service the entire area serviced by this extension. Aid. Pettalski moved to direct Ruekert & Mielke to study this basin and determine size and depth of pipe needed and to formulate a cost estimate for an extension south to McShane. Seconded by Ald. Madden, motion carried 2-0. Further Discussion of Water Service — Rosewood Estates, Addn. #1 - Engineering/Building Inspection Director McMullen asked for deferral of this item to allow time to discuss further with the developer of the property to the west.
