PUBLIC UTILITIES COMMITTEE MEETING
Minutes of Meeting Held Monday, April 15, 2002
Chairman Dave Sanders called the meeting to order at 7:00 p.m. Also present
were Committee members Ald. Mark Slocomb and Ald. Rick Petfalski,
Engineering/Building Inspection Director Sean McMullen, Public Utilities
Superintendent Scott Kloskowski, Ruekert & Mielke representative Rich
Eberhardt, and those per the attached list.
It was noted that the meeting was posted in accordance with the Open Meeting
Law.
APPROVAL OF MINUTES OF PREVIOUS MEETING
Ald. Slocomb moved to approve minutes of meeting held March 18, 2002 and
March 28, 2002. Seconded by Ald. Petfalski, motion carried 3-0.
STATUS OF PROJECTS
Rich Eberhardt reviewed Consultant's Report dated 4/15/02, as attached.
Scott Kloskowski updated the Committee on the status of the Freedom Square
water system acquisition project. The Water Utility is awaiting approval of the
DNR for the takeover Members of the Freedom Square Association were
present to discuss the acquisition. Ald. Petfalski moved to proceed with
acquisition and to have Superintendent Kloskowski move forward with installation
of meters and connection. When DNR approvals have been received, plans will
be drawn up.
SEWER UNFINISHED BUSINESS
Status of Town of Norway Contract — There was nothing new to report.
Status of Sewer Connection/North Cape Ryan Road (North of Boxhorn
Drive) Sewer Project — The Committee reviewed memo from Sewer Utility Clerk
dated 3/27/02 stating all properties excluding those to be connected when the
Dumke property installs a grinder pump and the Lang property have been
connected. This item can be removed from future agendas.
Status of Proposed Amendment to SEWRPC's 208 Plan —
Engineering/Building Inspection Director McMullen reported on the progress
being made by the developer at the Plan Commission. Ald. Petfalski moved to
defer Seconded by Ald. Slocomb, motion carried 3-0.

Further Review of Development Standards for Sewer & Water — The
Committee reviewed development standards for sewer and water. Aid. Petfalski
moved for approval of development standards. Seconded by Aid. Slocomb,
motion carried 3-0.
Further Review of Request to Have City Purchase Property/Jacobus (Indian
Trail) — There was nothing new to report.
Further Review of Sewer Usage Charts and Compare REC Purchases —
There was nothing new to report.
SEWER NEW BUSINESS
Review Proposed Billing Adjustment — Town of Norway 2001 — The
Committee reviewed letter from Ruekert & Mielke dated 8/4/02 relating to 2001
billing adjustment received from the Town of Norway Sanitary District No. 1 Aid.
Petfalski moved to approve adjustment. Seconded by Aid. Slocomb, motion
carried 3-0.
• Review Quarterly Billing from Town of Norway & MMSD — Aid. Petfalski
moved to approve bill from Town of Norway in the amount of $25,148.87 and
from MMSD in the amount of $135,047.45. Seconded by Aid. Sanders, motion
carried 3-0.
Review Request for Sewer Connections — Cedar Mill Heights — Aid. Slocomb
moved to defer Seconded by Aid. Petfalski, motion carried 3-0.
Review Deferred Sewer Assessment (Richard Patterson/North Cape Road —
Tax Key #2256.993) — Mr. Patterson appeared before the Committee to request
that his deferred assessment be reviewed. The Committee reviewed a letter
dated 4/1/02 from Mr Patterson's attorney which identifies items relating to Mr
Patterson's property which he argues should change his assessment.
Engineering/Building Inspection Director McMullen explained the memo from
Plan Director Turk which disputes Mr Patterson's attorney's contention that the
property is not able to be divided. Engineering/Building Inspection Director
McMullen recommended having SEWRPC delineate the wetlands on the
Paterson property. Aid. Slocomb moved to defer Seconded by Aid. Petfalski,
motion carried 3-0.
Discuss Policy for Sewer Usage Deduct Meters — After discussion, the
• Committee directed Utilities Superintendent Kloskowski to draft language to allow

deduct meters with the requester paying for the meter and paying a yearly
maintenance charge. Deduct meters refers to metering water usage not entering

the sanitary sewer system. The usage amount is deducted from the water meter
reading for sewer usage billing purposes.
WATER UNFINISHED BUSINESS
Status on Potential Impacts to Well V/Status of Stoneridge Groundwater
Remediation — Engineering/Building Inspection Director McMullen reported that
a meeting will be held April 16, 2002 with Waste Management and Ruekert &
Mielke regarding the latest remediation plan submittal.
Status on Proposed Power Plants — Muskego/New Berlin —
Engineering/Building Inspection Director McMullen reported that submittals have
been made to the PSC for certification for public necessity and need. No
submittals for sewer and water have been made at this time.
WATER NEW BUSINESS
Review Request for Water Connections — Cedar Mill Heights — Ald. Slocomb
moved to defer Seconded by Ald. Petfalski, motion carried 3-0.
REPORT OF UTILITIES SUPERINTENDENT
Utilities Superintendent Kloskowski reported that hydrant flushing began today
and will continue for the next 4-6 weeks.
